The U.S. Army Corps of Engineers intends to award a sole source contract to Design and Production, Inc. to complete remaining work under an existing task order issued from a previously competed IDIQ contract. This action is being taken to address an administrative oversight in which the option to extend the original IDIQ contract was not exercised in time, despite the task order’s scope, value, and performance period being within the original contract’s bounds. The task order involves the conservation and restoration of large macro artifacts as well as the fabrication of over 50 replica period uniforms for life-size cast figures, all part of the National Museum Project Office at Fort Belvoir, Virginia. This work has received approval from the Principal Deputy Assistant Secretary of the Army for Installations, Energy & Environment. The notice also serves as a market research tool to identify if other qualified sources can fulfill the contract requirements, though it is not a solicitation for competitive proposals. Interested parties are invited to respond within 10 days, with the government considering these responses solely to determine the necessity of a competitive procurement. The contract is associated with solicitation number W912WJ15R0018, under NAICS code 339999, reflecting a Department of Defense effort managed by the New England District of the North Atlantic Division. The government emphasizes transparency and correction of administrative mistakes while reserving sole discretion regarding competition decisions.
