Modification to Contract Number HHSP233201000170A

INTENT TO AWARD A SOLE SOURCE. Indian Health Services (IHS), through the Department of Health and Human Services (HHS), Program Support Center (PSC), Division of Acquisition Management (DAM), intends to negotiate on a sole-source basis with Nextgate Solutions, Inc., 351 E Foothill Blvd, Arcadia, CA 91006 TO MODIFY ITS CURRENT CONTRACT, number HHSP233201000170A, to incorporate support service for Nextgate Solutions software. The statutory authority is 10 USC 2304(c), as set forth in Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. IHS is seeking software support services for the software license from Nextgate Solutions to assist in the implementation of the Nationwide Health Information Network (NHIN) and to manage the Master Person Index (MPI) with a browser based interface. These projects will help IHS modernize and extend electronic health information technology to improve access, quality, safety, and overall health status of American Indians and Alaskan Natives. The Nextgate software license provides the management tools to help IHS achieve compliance with mandated federal requirements, including the Health Information Technology for Economic and Clinical Health (HITECH) Act, the AHIC-Interoperable Nationwide Health Exchange, The Federal Healthcare Architecture, and the HSPD12-HHS Identity associated with evolving criteria for Meaningful Use Health Record Certification provisions. Nextgate Solutions is uniquely qualified in that the software licenses are proprietary. Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required in the timeframe required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; THEREFORE, REQUESTS FOR SUCH DOCUMENT WILL BE CONSIDERED INVALID RESPONSES. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 15 days from the date of this synopsis, the Contracting Officer will proceed with the modification.
