Full Description

The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201), awarded a Cost Plus Fixed Fee (CPFF) modification to The Boeing Company under Delivery Order (DO) N0001918F1652 against Basic Ordering Agreement (BOA) N00019-16-G-0001 on 26 September 2019. This modification provides for the procurement of Captive Air Training Missile (CATM) in order to simulate the Harpoon Block II (HII+) missile for the purpose of conducting fleet training. This modification was awarded on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon/SLAM-ER Weapon System and its related equipment. The Boeing Company alone has the technical data, experience, requisite knowledge, technical expertise, special skills and facilities required to provide the services anticipated under these orders. The Boeing Company is the sole owner of technical data for Harpoon/SLAM-ER and therefore is the only responsible source that can meet the Government's requirement. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
