This synopsis provides notice that the Naval Information Warfare Systems Command (NAVWAR), on behalf of Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I), Communications and GPS Navigation Program Office (PMW/A 170), awarded a modification to contract N00039-24-D-2000 on a sole-source basis to General Dynamics Mission Systems (GDMS) of 8201 E McDowell Rd, Scottsdale, AZ, 85257-3812. This modification increases the value of the basic contract from $82,809,017 by $88,490,500 to $171,299,517 for the continued manufacturing, testing and delivery of AN/USC-61(C) digital modular radio (DMR) systems, high frequency distribution amplifier group components, spares for both systems, and engineering services to support their continued fielding and maintenance plans. The base contract (N00039-24-D-2000) was awarded on 2/62024 to provide engineering services and sustainment support efforts for the DMR. This modification increases the contract ceiling and incorporates production pricing for the DMR system and ancillary hardware. This contract action was not competitively procured because it is a sole source acquisition pursuant to the authority of 10 U.S. Code 3204(a)(1) - only one responsible source (Federal Acquisition Regulation Subpart 6.302-1). The North American Industry Classification System (NAICS) code for this requirement is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The Federal Supply Class Code (FSC) is 5825 - Radio Navigation Equipment, Except Airborne. The contracting office address is Naval Information Warfare Systems Command (NAVWAR), 4301 Pacific Highway, San Diego, CA 92110-3127. The contracting office points of contact are Adam Barker, Contract Specialist, NAVWAR 2.2, (adam.barker2.civ@us.navy.mil), and Alexander Holtet, Contracting Officer, NAVWAR 2.2, (alexander.s.holtet.civ@us.navy.mil).

MIDS WDL SF3 Radio
Solicitation # N0003927R0003
Solicitation N0003927R0003, issued by the Naval Information Warfare Systems Command, seeks a contractor for the design, development, and qualification of the Multifunctional Information Distribution System (MIDS) Weapons Data Link (WDL) Small Form Factor (SFF) Weapons Attritable Radio Multi-Mode (SWARMM) Family 3 (SF3) radio. The project requires maturing a software-defined radio with Waveform-L and Waveform-S communications capabilities and embedded encryption, leveraging Open System Architecture (OCS 2.0) to align with the Open Mission Systems model. Key deliverables include the development of all necessary software, firmware, hardware, and digital models for Contractor First Article Qualification Testing, as well as the delivery of ten Proof of Development units and one hundred Proof of Manufacturing units. The total period of performance for design, development, and qualification is 15 months after receipt of order. The contract is a Firm Fixed Price award based on the Lowest Price Technically Acceptable (LPTA) selection process. Evaluation follows a two-step approach: first, a mandatory gate criteria check to ensure the offeror can provide NSA-certified radios within 15 months of award; second, a technical evaluation involving a radio demonstration at the contractor's facility and a review of the Integrated Master Schedule. Pricing is structured across several CLINs, including Non-recurring Engineering (NRE) development, Engineering Development Models, product baseline qualification, and EMI/NSA certification. Due to the sensitive nature of the technology, the contract requires a Top Secret facility security clearance and strict adherence to COMSEC and TEMPEST standards for Controlled Cryptographic Items. All proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) Vendor Portal.
