Modified Hydrogen Electric Power System Procurement

NASA Shared Services Center is procuring a Modified Hydrogen Electric Power System (mHEPS) from Teledyne Energy Systems under a sole source contract authorized by FAR 12.102(a), as Teledyne is identified as the sole provider of this technology. The procurement, identified by solicitation number 80NSSC26936853Q, falls under NAICS Code 335999 and is being conducted using commercial items procedures outlined in FAR Part 12. Performance will occur at NASA Glenn Research Center, where the mHEPS will be modified to operate independently using GRC-supplied reactants, coolant, and electrical loads. The system is part of NASA’s Regenerative Fuel Cell Project aimed at enabling sustainable lunar surface operations. The modification includes updates to the coolant loop, electrical interface, ejector and reactant supply systems, and control algorithms to enable stable autonomous operation targeting 1.5 kW. The contractor must conduct in-house validation testing, perform pre-shipment inspection and preservation, and deliver the system along with a comprehensive Standard Operating Procedure. Milestone-based payments are tied to three deliverables: submission of a kick-off presentation within two weeks of award, delivery of the SOP by three months, and physical delivery of the mHEPS and documentation to GRC by four months. On-site support of up to three days for installation and training, plus two months of remote engineering support during NASA’s testing window, are required.
