Full Description

This service requirement is to update (1) one technical manual (TO) for the portable trailer mounted load banks (PTMLB). The -16, 100 kW PTMLB is a portable, trailer mounted, load bank that is used as a mobile test set for maintenance checks, inspections, or testing various types of electrical power sources. The -16 PTMLB is a military unique design that provides unique capabilities not found in the commercial market. Contract FA8533-05-D-0003 was awarded to Testek on 02 Sep 2005. Due to outstanding deficiencies, the Air Force ability to properly sustain, operate, maintain, or troubleshoot the PTMLB was limited. The modified TO will assist the customer in troubleshooting and diagnosis of the PTMLB. The modified TO will reflect the design changes incorporated through the implementation of all ECP's, as applicable. The TO will include both configurations of the PTMLB. Testek has proprietary rights to the PTMLB design and software. The period of performance to update the Technical Manual is estimated to be 20 - 24 weeks after the receipt of the contract. The place of performance will be cited at the time of award. Solicitation is being issued on a sole source basis to Testek under authority of 10 USC 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. See J&A attached for justification. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. The estimated issue date for the solicitation to www.FedBizOpps.gov will be 24 JUL 2017 with an estimated response date by 24 AUG 2017, and an estimated award date by 30 SEP 2017.
