This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334310 with a small business size standard of 750 employees. The Government intends to negotiate a sole source contract with: Presentation Concepts Corporation 6517 Basile Rowe East Syracuse, NY 13057 The Government requires modification/upgrades to existing A/V equipment for two (2) conference rooms. Due to technology enhancements with current equipment used in these rooms (i.e. laptops, tablets, iPads, etc.) current equipment is not easily (or if at all) able to be used with the currently installed A/V system. In order to prevent an interruption in the daily usage of the rooms, services are required to replace legacy cabling with current technology cabling (i.e. HDMI, USB, USB-C, etc.), replace the current projectors that are end of life and reprogramming of current touch panel interface devices to resume the A/V system full functionality with the new equipment and cabling interfaces. The Government has invested in these conference rooms when they were renovated several years ago. No changes have been done to the A/V system since the initial installation; breakdowns occur and when they do, they are untimely and expensive. The system is dated and is no longer viable to interface with current technology devices, including visitor information systems. Presentation Concepts Corporation (PCC) is the only company capable of providing this service as it is the original source (installer of the rooms) and award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. All racks, system control panel interfaces, electrical and communications equipment/cabling will remain in place. Given that PCC installed the rooms initially and the control panel interface is not being replaced they are the only source who possess the proprietary software and firmware for A/V upgrades and operation enhancements. Failure to secure this update could hinder the ability of AFRL/RIG to carry out mission requirements in a timely manner. The inability to foresee or repair the A/V system would result in an increased risk to the efforts being carried by the division, as well as others. Additionally, if the services of installation are not procured, then AFRL/RI would potentially have to deal with the unknown downtime cost uncertainty associated with having to contract the emergency repair of the system. PCC or PCC authorized technicians are the only source capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to Erin.Saunders@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2019. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
