The U.S. Army Contracting Command at Picatinny Arsenal, New Jersey, is planning to award a sole source contract to Armtec Defense Products Co. for the production of Modular Artillery Charge System (MACS) M231/M232-series Combustible Case Assemblies, which are essential components supporting the 155mm Propelling Charge. The MACS includes two types of charges, the M231 low-zone and the M232-series high-zone, which together provide a complete zoning solution for 155mm artillery applications through modular use. These combustible case assemblies are critical to the system due to their clean-burning properties, environmental compliance, exterior durability, and rugged design allowing for automated handling and loading. This procurement will be made through a non-competitive Request for Proposal under a sole source justification, as only one responsible source can satisfy the agency's requirements. The anticipated contract will be an Indefinite Delivery/Indefinite Quantity (ID/IQ) agreement with a firm fixed price structure, covering a potential five-year period with a maximum ceiling of approximately $107.1 million. The contract is expected to accommodate an estimated maximum order of roughly 773,280 M231 units and 1,477,680 M232-series units based on fiscal year 2020-2025 requirements. The solicitation, identified under number W15QKN-19-R-0115, was projected for release in late 2019 or early 2020. All communications related to this procurement must be directed via email to the designated contract specialist, with no telephone inquiries permitted.

The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny, New Jersey 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to issue and negotiate a non-competitive, sole source Request for Proposal (RFP) to Armtec Defense Products Co., Coachella, CA for the production of the Modular Artillery Charge System (MACS) M231/M232-series Combustible Case Assemblies in support of the 155mm Propelling Charge. The MACS consists of two solid propellant charges, the M231 (low-zone) and the M232-series (high-zone), and their associated packaging. The charge system provides a complete zoning solution for the 155mm artillery applications by using multiples of the basic modules. The bottom-charge M231 is fired either singly (Charge-1) or in pairs (Charge-2) from all cannon systems. The top-charge M232-series is fired in multiples of 3, 4 or 5 in currently fielded weapon systems. Each of the Combustible Case Assemblies are a component of each charge. The Combustible Case Assemblies are key to the technology for the MACS because they burn cleanly, use environmentally compliant ingredients, have an exterior coating that enables the MACS to withstand limited out-of-pack exposure, and has a rigid case that allows for automatic handling and loading. This effort will be on a sole source basis, in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(A) - Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. The Government anticipates awarding a Single Award, Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract, on a Firm Fixed Price (FFP) basis. Delivery Orders may be awarded under this contract for five years from the date of basic contract award. The Government utilized FY20-25 requirements for a maximum contract ceiling amount of approximately $107.1M, with an estimated maximum ordering quantity of 773,280 units (M231) and 1,477,680 units (M232-series). Estimated time for release of the solicitation is 4th Quarter, FY19. Please note this notice does not constitute a Request for Proposal (RFP). It is expected that the RFP will be posted in either the end of 4thQFY19 or within 1stQFY20. The Point of Contact for this notification is Aja Barnett via e-mail ONLY, at aja.m.barnett2.civ@mail.mil. Telephone inquiries will not be accepted.

Solicitation # W15QKN26R1C5R
The 155mm Modular Artillery for Combat Effectiveness (MACE) program, managed by the U.S. Army Contracting Command – Rock Island at Picatinny, is a solicitation for up to two prototype Other Transaction Agreements (OTAs) under 10 U.S.C. § 4022. The objective is to develop a manufacturable 155mm cargo-carrying artillery projectile system designed to expand domestic manufacturing capacity and modular payload capabilities. The project is structured in two phases: Phase I focuses on projectiles achieving a range of 30 to 35 km, while Phase II targets ranges exceeding 35 km. The prototypes must be compatible with M777A2 Lightweight Towed and M109A7 Paladin 39-caliber weapon platforms, with future adaptability for 52 or 55 caliber systems. Successful prototype completion may lead to a follow-on production contract of up to 10,000 systems per year, supporting a Milestone C production decision by the fourth quarter of FY29. The procurement process involves rigorous technical and administrative requirements, including the submission of a detailed Integrated Master Schedule (IMS) and a cost proposal based on FAR cost principles. Evaluation for Phase I prioritizes the schedule, while Phase II emphasizes technical design and technology maturity. Offerors must certify their business status, specifically regarding nontraditional defense contractor eligibility, and comply with the Buy America Act and National Technology and Industrial Base restrictions. Access to controlled technical data, such as purchase descriptions and drawings, requires the submission of a Non-Disclosure Agreement and a Military Critical Technical Data Agreement. The final response deadline for proposals was extended to October 30, 2026, with submissions required via SAM.gov in specific stand-alone volumes.
