The U.S. Army Research, Engineering & Development Command (RDECOM), Natick Contracting Division, issued a sole source purchase order to Specialty Defense Systems for supplying Modular Lightweight Load Carrying Equipment (MOLLE) in response to urgent operational requirements. Approximately 35,000 MOLLE Rifleman sets and 48,000 MOLLE Large Rucksacks will be procured to meet the immediate needs of deploying troops outfitted with the universal camouflage pattern. This contract bypasses the unrestricted solicitation currently under protest by the General Accountability Office, which has delayed deliveries beyond the critical timeframe. Specialty Defense Systems is identified as the only qualified source capable of meeting the Army's expedited delivery schedule beginning in September 2006 through December 2006, with monthly deliveries totaling 82,634 sets. This action is governed under FAR 6.302-1 authority, allowing sole source procurement due to the necessity of timely delivery and specialized capabilities. The procurement ensures that inventory shortages at the Defense Supply Center Philadelphia, expected by August 2006, do not impair troop readiness. Coordination and inquiries related to this acquisition are managed by the Natick Contracting Division, with a synopsis expiration date set for June 20, 2006. The contract addresses a critical logistics shortfall and assures that soldiers will receive the required MOLLE equipment within the necessary timeframe to support ongoing military operations.
