1.  This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format i n Subpart 12.2 of the Revolutionary Federal Acquisition Regulations Overhaul (RFO), as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; no further written solicitation will be issued.  The solicitation number FA8307-26-Q-B087 is issued as a Request for Quotation (RFQ), under the Commercial Acquisition Procedures, RFO Part 12. The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division's Contracting Office (AFLCMC/HNCK), Joint Base San Antonio (JBSA)-Lack land TX, intends to award a Firm Fixed Price purchase order utilizing Simplified Acquisition Procedures resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular 2026-01 and the Revolutionary Defense Federal Acquisition Regulation Supplement (R-DFARS). The clauses and provisions referenced in this solicitation may be obtained in full text form located at Federal Acquisition Regulations at https://www.acquisition.gov.



2.  This acquisition will be conducted as a full and open competition in accordance with FAR Part 12. The Product and Service Code (PSC)/Federal Supply Code (FSC) is 6130. The North American Industry Classification System (NAICS) code is 335311. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contract Specialist within ten (10) business days of this publication.  Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. 3.  The US Air Force is seeking to acquire the following items:



Modular Three-Phase Uninterruptible Power Supply (UPS) System



  • Description: Procurement and installation of a 40 kVA to 60 kW Modular Three-Phase Uninterruptible Power Supply (UPS) system. The system shall include an integrated or external battery solution (VRLA or Lithium-Ion) and a Maintenance Bypass Cabinet (MBC). The system must support top cable entry and front-only service access.
  • Technical Requirements:
    • Capacity: Minimum 40 kVA/kW capacity rating, supporting 208V-208V 4-Wire + Ground input/output configuration
    • Efficiency: Minimum 97.5% efficiency in double-conversion mode, with an energy optimization mode (Eco-Mode) up to 99%.
    • Safety & Controls: UL 1778 listing, minimum 65kAIC interruption rating, local touchscreen HMI, and a network card supporting SNMP, Modbus, and BACnet protocols.
    • Seismic Rating: Optional bracket kits are required to meet local seismic certification standards at Lackland AFB.
    • Distribution & Layout: The system requires a right-attached Maintenance Bypass Cabinet (MBC) configured with an integrated 250A panelboard.
    • Airflow & Cable Management Constraints: The system must utilize a front-to-top airflow design, and the installation layout must ensure no cords or cabling are routed along the ground to maintain clear pedestrian walkways between the units.


4.  The RFQ requirements are as follows:


  • Delivery: The anticipated period of performance for delivery and installation is 24 months After Receipt of Order (ARO)
  • Site Conditions: The contractor must ensure no Class II Asbestos Containing Material (ACM) is disturbed. Site is the ITAC INE test center at Lackland AFB.
  • Long-Lead Items: Offerors should identify any potential long-lead items, such as large-frame battery cabinets, that could impact the deployment schedule.
