Module 5, Phase E Liner System Project - Extended

The contract, identified as Solicitation Number 757-7524-01A and titled Module 5, Phase E Liner System Project - Extended, encompasses the full scope of construction activities for the landfill liner system at the Neal Road Recycling and Waste Facility in Butte County, California. Work includes subgrade preparation, general fill placement, installation of advanced landfill liner components such as high-density polyethylene geomembranes, geosynthetic clay liners, geocomposite drainage layers, and nonwoven geotextile filters, as well as the furnishing and installation of landfill gas collection piping, LCRS pump systems, HDPE piping, and associated water supply infrastructure. Additional required services include electric leak location surveys conducted by a third-party firm, traffic control, excavation, earthwork, clearing and grubbing, construction surveying with as-built documentation, and compliance with strict environmental controls for air and water pollution. All work must adhere to the 2025 Standard Specifications and Standard Plans of the California Department of Transportation, supplemented by project-specific Special Provisions that take precedence in case of conflict, and must align with the approved CQA Plan, which mandates independent third-party verification of material quality, installation methods, seam integrity, and nondestructive testing procedures for all liner components. The contract requires the successful bidder to submit a sealed proposal by the deadline of June 2, 2026, and includes mandatory bid security of at least ten percent of the total bid amount in the form of cash, certified check, cashier’s check, or a bidder’s bond.
