AI Contract Overview
The National Institute of Standards and Technology (NIST) is issuing a combined Sources Sought and Sole Source Notice for the procurement of a single Moku:PRO Base Plus multi-instrument hardware package, with the intent to award a sole source contract to Liquid Instruments if no other qualified sources are identified. The system required includes the Moku:PRO base unit along with integrated lock-in amplifier and PID controller modules, and must be delivered with ISO/IEC 17025 accredited calibration. Market research conducted by NIST between February and March 2026 concluded that Liquid Instruments is the only vendor capable of meeting the technical specifications, justifying the potential sole source award under FAR 13.106-1(b). The acquisition is classified under NAICS code 334515, and responses are solicited to confirm whether any other firms can meet the requirements or if the criteria are overly restrictive. Responses must include company details, capability statements, authorization proof if acting as a reseller, small business status, potential NAICS code alternatives, past performance, and any relevant contract history, but may not include proprietary information. Responses must be submitted by July 27, 2026, to the primary point of contact, Elizabeth Timberlake, with a secondary contact, Forest Crumpler, and must be delivered in Microsoft Word, Excel, or PDF format. Questions about the notice must be submitted by July 17, 2026, and will be anonymized and addressed through a notice amendment. This notice is strictly for market research purposes and does not constitute a solicitation, request for quotation, or a commitment to award a contract. NIST will not reimburse respondents for any costs incurred in responding, and it reserves the right to use all submitted information for any purpose it deems appropriate. The place of performance is in Boulder, Colorado, while the contracting office is located in Gaithersburg, Maryland. Respondents are encouraged to engage with NIST for clarification but should note that no contract will result directly from this notice.
