Monaco Enterprises is the original equipment manufacturer and the exclusive holder of these intellectual property rights, which necessitates the sole-source approach. The procurement is authorized under RFO 12.102(a), allowing restriction of competition due to the unique and irreplaceable nature of the proprietary information required. This notice serves as a formal indication of intent to award without competition, but any interested party may submit written documentation to the Contracting Officer by 5:00 PM CDT on Friday, May 22nd, demonstrating the ability to meet the training requirements and possessing legitimate authority to use Monaco’s proprietary materials. The government reserves the right to evaluate any responses and determine whether to proceed with sole-source award or open the opportunity to competition. The point of contact for inquiries and submissions is 2nd Lt. Nathaniel Joines, with a secondary point of contact available through Bennie Simmons.
