Solicitation SPRHA4-20-R-0927, issued by the Department of Defense DLA Aviation at Ogden, establishes a five-year indefinite-delivery/indefinite-quantity contract for the procurement of Head-Up Display Monitors, specifically NSN 1270-01-514-2683WF for F-16 aircraft. The contract is structured with five one-year ordering periods and includes specific requirements for minimum and maximum quantities, first article testing, and strict source restrictions. Performance is centered in Van Nuys, California, and the procurement process involves rigorous qualification requirements for approved sources, including facility inspections, manufacturing verification, and the submission of qualification articles. The contract is supported by comprehensive technical and logistical mandates to ensure military grade quality and interoperability. This includes adherence to Special Packaging Instruction F01-279-4724 for preservation and marking, as well as detailed Engineering Data Requirements for the enclosure assembly and IUID labeling. Deliverables are tracked via a formal Contract Data Requirements List, and pricing is evaluated through structured formula tools that account for first article evaluation costs. All components must meet stringent engineering specifications and phytosanitary standards for international shipping to maintain the integrity of the F-16 Aft Seat HUD Monitor system.
