NEW - Air Force Installation and Mission Support Center (AFIMSC) Streamlining Procurement for Effective Execution & Delivery (SPEED) Commercial Solutions Opening (CSO)
Solicitation # FA890326SC001
The Air Force Installation and Mission Support Center (AFIMSC) has established the Streamlining Procurement for Effective Execution and Delivery (SPEED) Commercial Solutions Opening (CSO) to rapidly acquire innovative commercial items, technologies, and services. Operating as a blanket vehicle from September 1, 2025, through August 31, 2030, the SPEED CSO utilizes a multi-spiral evaluation process to identify solutions that close capability gaps across various Areas of Interest (AoIs). These interests include BRAC portfolio management, data science frameworks, resilient expeditionary facility prototypes, RF spectrum monitoring, and the modernization of Civil Engineer IT systems. The program is open to all interested vendors, including small businesses and non-traditional defense contractors, and allows for awards via FAR Part 12 Commercial Item Procedures or Other Transaction (OT) agreements under 10 USC 4022. The acquisition process is designed for agility, requiring initial submissions in the form of short solution videos or concise written briefs. Technical proposals are evaluated based on the merit and risk of the approach, the realism of the performance schedule, and the fairness of the proposed price. Security requirements vary by project, with some necessitating Tier 1 or Tier 3 clearances and compatibility with NIPR and SIPR environments. All awarded entities must be registered in the System for Award Management (SAM) and utilize the Wide Area Work Flow (WAWF) system for invoicing. Performance for individual awards is determined by the specific AoI call, though the overall vehicle allows for performance to extend up to 12 months beyond the formal ordering period.

Solicitation # FA702224SC001
The Air Force Technical Applications Center (AFTAC) has issued Commercial Solutions Opening (CSO) solicitation FA702224SC001 to acquire innovative commercial technologies that support nuclear treaty monitoring and the counter-proliferation of weapons of mass destruction. This competitive solicitation, conducted under FAR 6.102 and DFARS Subpart 212.70, seeks solutions across eight specific topic areas: geophysics and seismology, atmosphere and space, directed energy weapons, nuclear and nuclear-related materials analysis, materials modeling and analysis, enterprise-wide integration and architecture modernization, enterprise asset and lifecycle management improvements, and high-performance secure cloud computing and DevOps solutions. Awards may be granted as traditional contracts or other transactions under 10 U.S.C. 4022, with all acquisitions treated as commercial items. The solicitation employs a two-phase selection process based on technical merit, importance to agency programs, and funding availability. In Phase I, offerors submit a quad chart and a white paper of no more than five pages for peer or scientific review. Only invited offerors proceed to Phase II, which requires a detailed technical proposal, a statement of work, and a price proposal. Proposed projects must not exceed a five-year period of performance, with an estimated start date approximately 90 days after proposal submission. Evaluation emphasizes the technology readiness level (TRL) of the proposed solution, and the government maintains strict confidentiality and non-disclosure protections for all proprietary data and source selection information.

DARPA's Commercial Solutions Opening (DCSO) for Commercial Strategy
Solicitation # HR001126RE007
The Defense Advanced Research Projects Agency (DARPA) is soliciting Commercial Solutions Proposals (CSPs) under solicitation HR001126RE007 to transition DARPA-funded research and development into practical military and civilian capabilities. A central component of this effort is the Embedded Entrepreneurship Initiative (EEI), which aims to pair technical performer teams with experienced business talent to accelerate commercialization, reduce business risk, and attract private investment. The program focuses on developing value propositions, conducting competitive and techno-economic analyses, and creating comprehensive commercialization and intellectual property strategies. Offerors may also propose an optional Minimum Viable Product (MVP) plan to demonstrate utility and market entry. The government may award either a fixed-price FAR-based procurement contract or an Other Transaction (OT) for Prototypes under 10 U.S.C. 4022. While there is no formal ceiling, DARPA highly encourages base proposals to be limited to 350,000 dollars or less to expedite the evaluation and award process. Proposals are evaluated based on their potential contribution to the DARPA mission, commercialization readiness, and price fairness, though they are not ranked against one another. Key requirements include the identification of a qualified Embedded Entrepreneur as the sole key personnel, registration in the System for Award Management (SAM), and maintenance of CMMC Level 1 certification. All proposals must be submitted in unclassified format to [email hidden] by April 30, 2027.

Solicitation # FA800325SC001
The Air Force Installation and Mission Support Center (AFIMSC) has established the Streamlining Procurement for Effective Execution and Delivery (SPEED) Commercial Solutions Opening (CSO), solicitation number FA8003-25-S-C001. This open, blanket CSO operates from September 1, 2025, to August 31, 2030, and is designed to facilitate the competitive procurement of innovative commercial items, technologies, and services. The program utilizes a multi-spiral solicitation process involving Area of Interest (AoI) calls, where the government seeks innovative solutions to meet specific Air Force needs. A notable example is the AFCEC CE IT Portfolio Optimization initiative, which seeks IT solutions to improve portfolio rationalization, cybersecurity, and data governance for the Air Force Civil Engineer Center. The CSO is a full and open acquisition available to small businesses and non-traditional contractors. Awards may be made as fixed-price contracts under FAR Part 12 or via Other Transaction Authority (OTA), with the Contracting Officer reserving the right to negotiate terms and payment conditions. The Influenza Division at CDC utilizes data from Outbreaks Near Me, a participatory surveillance system, which relies on individuals in the population to report on symptoms, healthcare utilization, vaccination status, and testing for respiratory infections. These data are used to inform estimation of influenza and COVID-19 disease burden. Specifically, this system is the only source of data to assess healthcare utilization among individuals who report feeling unwell. The system captures information on respiratory, digestive, and whole body symptoms, which can be summarized into syndromic case definitions for influenza-like illness or covid-like illness. These can be further summarized to determine what proportion of individuals who meet one of these syndromic case definitions also sought medical care. These data metrics to understand healthcare utilization for epidemiologic week by age group and geographic area does not exist from other sources and are critical to providing information that is used in estimation of influenza and COVID-19 disease burden. These data are used to adjust influenza or COVID-19 infection data to quantify the numbers who sought medical care. In addition to using these data for disease burden estimation, studies to examine vaccination for influenza and COVID-19, changes in symptom presentation over time for COVID-19 and/or influenza, and information about testing for influenza and COVID-19 can be explored with these data. The Outbreaks Near Me system is the only system of its kind in the United States. It enrolls participants from anywhere in the U.S. and allows them to report health status for themselves or family members. The system collects information on participant age, gender, location (e.g., zipcode), vaccination for influenza and COVID-19, and health status. If participants report feeling well, they are prompted to answer questions about being tested for COVID-19 in the past 30 days and reasons for being tested. If participants report feeling unwell, they are prompted to report symptoms experienced, health seeking behaviors, and testing for respiratory illness. Participants are able to report for themselves and household members. Information can then be summarized by syndromic case definitions by geographic area, age group and epidemiologic week. The proportion of individuals who sought medical care by age group and geographic region are used in burden models to estimate the number of individuals with a influenza-like illness or a covid-like illness who sought medical care. Not only can these estimates be used for national burden estimates, but can be used at the state and HHS Region level as well. Prior to launching Outbreaks Near Me, Boston Children's Hospital had two other systems that were used for influenza and COVID-19 burden, Flu Near You and COVID Near You. With the assistance of external partners, including representatives from CDC, these two systems were consolidated and Outbreaks Near Me was developed and launched. This advisory group still meets and evaluates relevant information to guide the future of this system. Flu Near You was established more than 10 years ago as a self-report symptom surveillance system. The vast experience from this system that the vendor obtained was critical establishing and guiding the launch of Outbreaks Near Me. This experience and the system make the vendor the only source able to provide these vital public health data services to the agency.
