Montague Expressway Pedestrian Bridge At Guadalupe River Project

The City of San Jose Department of Transportation is seeking a qualified civil engineering firm for the Montague Expressway Pedestrian Bridge at Guadalupe River Project. The primary objective is to expand the bridge to eight through lanes, with four lanes in each direction from North 1st Street to Lick Mill Boulevard, while incorporating a bicycle and pedestrian crossing. The selected consultant will provide comprehensive services, including scoping, environmental documentation, plans, specifications, and estimates, right of way services, and construction management. The project requires evaluating two primary alternatives: widening the existing 110-foot-wide vehicular bridge or constructing a new independent bridge structure for pedestrians and cyclists. All solutions must comply with Santa Clara County Roads and Airports Department operational standards, Caltrans approval processes, Federal HBP requirements, and FEMA floodplain constraints. Proposals are due by October 16, 2026, and will be evaluated based on a best value approach considering price, design, quality, features, and performance. The contract features an initial five-year term with two optional one-year extensions. Minimum qualifications require a Project Manager licensed in California with at least ten years of experience in complex roadway and bridge projects. Preference is given to Local Business Enterprises and Small Business Enterprises, with potential point additions for those meeting specific employee and location criteria. The resulting agreement will be governed by the City's Standard Consultant Agreement for Capital Projects and specific insurance requirements.
