Morgan County Former Jail Demolition and Site Restoration

The Morgan County Board of Commissioners is soliciting bids for the demolition and site restoration of the former Morgan County Jail located at 2380 Athens Hwy, Madison, Georgia. The scope of work includes the complete removal and lawful disposal of the jail structure and associated improvements, as well as the identification and abatement of hazardous materials such as asbestos, lead-based paint, mercury, PCBs, and refrigerants. Following demolition, the contractor will be responsible for grading, erosion control, site stabilization, and the restoration of disturbed areas. The county also reserves the right to salvage specific items prior to the start of demolition. This solicitation is currently in a preliminary phase, with a response deadline of September 9, 2026. A critical requirement for bid responsiveness is the mandatory attendance of an authorized representative at the pre-bid site meeting held on August 5, 2026; failure to attend and sign the official attendance sheet will result in a bid being deemed nonresponsive.
