Automated Ultrasound-Based, Super Intelligence (SI)-Enabled Fracture Detection
Solicitation # BARDA-FY27-10192026
The Center for Biomedical Advanced Research and Development Authority (BARDA) has issued Sources Sought Notice BARDA-FY27-10192026 to identify innovative medical countermeasure technologies for the rapid triage of musculoskeletal injuries, such as fractures and soft tissue injuries of extremities. This request for information is intended for planning and market research purposes to assess commercially available or nearing-commercial technologies that utilize Super Intelligence (SI) and machine learning for automated ultrasound-based fracture detection. The goal is to find standalone, point-of-care devices that can operate in emergency departments, urgent care centers, and austere field settings without relying on traditional imaging infrastructure like X-ray or CT scans. The desired technology must feature automated volumetric capture, 3D-rotatable modeling, and SI-enabled image processing that outperforms human imaging experts and has undergone FDA 510k clearance processes. BARDA is interested in ruggedized, portable units with sufficient battery life for disaster response, interoperability with electronic health record systems, and minimal training requirements for non-specialist operators. Potential acquisition strategies being explored include direct purchases, leases, or vendor-managed inventory arrangements. Interested small businesses and other than small business concerns under NAICS code 334510 must submit their capabilities statements by 1:00 p.m. Eastern Time on November 18, 2026. Submissions must include separate Technical and Business Representation sections, each limited to 10 pages in 12-point Times New Roman font, and be emailed to Justin Moore and Richard Hall. Responses should detail the company's manufacturing capabilities within the United States, regulatory maturity, supply chain resilience, and cybersecurity standards for handling sensitive patient health information.

The Naval Health Research Center is soliciting quotes for a one-time, firm-fixed-price purchase order to acquire a portable motion capture system for NAMRU-D. The system will be used for in-flight human-systems integration and ergonomic assessments to determine how mounted equipment impacts warfighter performance. Key technical requirements include continuous biomechanical measurement of joint kinematics, minimal signal drift, immunity to magnetic distortion, a minimum sampling rate of 1000Hz, and real-time visualization. To ensure data sharing and joint study compatibility, the system must work with modeling software used by NAMRU-D and the Ohio State University Spine Research Institute, noting that the XSens MVN-AWINDA has historically met these needs. The contract award will be based on the Low Price Technically Acceptable evaluation method. The winning vendor must provide a 24-month warranty or service contract, comprehensive training for NAMRU-D personnel, and accessible technical support. All equipment is to be shipped to Wright Patterson AFB, Ohio. Quotes must be submitted via email to the designated points of contact and must include the company name, full address, CAGE code, and detailed point of contact information, as well as all applicable shipping and handling costs. As a government facility, NAMRU-D is tax-exempt, and all invoices must be submitted electronically through Wide Area Workflow.
