Motor T Prefabricated Modular In-Plant Classroom

Statement of Work

1.  BACKGROUND:

Strategic Weapons Facility Pacific (SWFPAC) requires procurement and installation of one (1) prefabricated modular in-plant classroom with a Heating, Ventilation, and Air Conditioning (HVAC) System to be installed inside the Motor Transport Building, on Naval Base Kitsap - Bangor, located at 2106 Scorpion Avenue, Silverdale, WA, 98315, USA.

2.  SCOPE:

The contractor shall provide one (1) prefabricated modular in-plant classroom with dimensions of 15’x 20’ with a ceiling height of 9’ to 12’.  The contractor shall also install the classroom inside the Motor Transport Building. The classroom will be located on top of a pre-existing concrete slab inside the Motor Transport Building. The classroom installation will also include installation of an independent HVAC unit into the structure of the installed classroom.

The contractor shall coordinate delivery and installation of the classroom and HVAC System with the Government Point of Contact (provided at time of contract award). The Contractor shall submit detailed specifications and recommended original equipment manufacturer (OEM) maintenance for the HVAC unit installed. The Contractor shall provide an operational test of the HVAC, electrical, and network connections to be performed on site with the Government point of contact in attendance.

The Contractor shall include all electrical outlets, light fixtures, wiring, etc., however, all electrical connections between the power source and the circuit box will be performed by the Government.

3.  DELIVERABLE ITEMS: 

1. Prefabricated Modular In-plant Classroom
   
   1. The classroom shall have dimensions of 15 feet by 20 feet, by 9 to 12 feet high.
   2. The classroom shall be suitable for interior installation on concrete flooring.
   3. The classroom shall comply with all applicable local, state, and federal fire and electrical safety codes.
   4. The classroom shall be in compliance with all applicable Americans with Disabilities Act Standards for Accessible Designs.
   5. The classroom shall include one (1) entrance door with a locking feature that includes two (2) keys.  The classroom entrance door shall include one (1) partial window so that visibility inside the classroom can be made from the entrance door.
   6. The classroom shall have an electrical outlet on each wall. The receptacles shall be rated for 20 amps each.
   7. The classroom shall deliver 300 to 500 lux through light-emitting diode lighting fixtures throughout the work surfaces in the classroom.
   8. The classroom shall have a minimum of two (2) ethernet ports mounted in standard wall plates on each wall. The wiring must be Cat-5e or better performance.
   9. The contractor shall provide external connection points on the exterior of the unit for connection to network and power.
      1. Contractor shall provide an external power junction box with appropriate terminations for the circuits internal to the unit.
      2. External network connections shall be through an external network junction box with appropriate terminations for the network internal to the unit.

1. HVAC System
   
   1. An HVAC system shall be provided and rated to keep the classroom at a temperature between 65- and 75-degrees Fahrenheit at conditions between 32- and 100-degrees Fahrenheit.

c.  Engineered Drawings

      i)  The Contractor shall provide one (1) set of engineered stamped drawings of the installed

classroom that include structural calculations.

d.  Maintenance Information

 i)  Contractor shall provide a copy of the manufacturer’s guidance on recommended future

maintenance actions and schedule for both the classroom building and the HVAC system.

4.  INSTALLATION REQUIREMENTS:

1. 1. The classroom shall be delivered in modular components and assembled on-site at the Motor Transport Building or installed as a whole per manufacture’s recommendation.  The external doorway dimensions to the Motor Transport Building  are 14’ heigh by 25’ wide.

1. 1. The contractor shall secure the classroom to the concrete slab in accordance with the manufacturers recommended instructions.

1. 1. The Contractor will make all electrical connections internal to the classroom required for operation.

1. 1. Final electrical and communications connections will be terminated by an external contractor separate from this contract.

5.  HOURS OF OPERATION:

The contractor is responsible for conducting business between the hours of 7:30 a.m. and 3:00 p.m. Pacific time Monday thru Friday, except Federal holidays, or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

6.  OPERATIONAL TEST:

a.  The Contractor will coordinate with the SWFPAC POC to conduct an operational test of the HVAC, electrical, and network connections.

b.  The Contractor will provide initial operator training and three (3) copies of the operation manuals.

c.  The Contractor will run and oversee initial operation of systems during operational test with the Government POC in attendance.

7.  PERIOD OF PERFORAMNCE:

All items shall be delivered and all work shall be completed/installed within six (6) months from the date of contract award.

8.  CONTRACTOR FURNISHED ITEMS AND SERVICE:

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work described in this Performance Work Statement, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

9.  GOVERNMENT FURNISHED PROPERTY:

None.

10.  QUALITY ASSURANCE REQUIREMENTS: 

The Contractor is solely responsible for the quality of the items and installation services provided.

11.  PLACE OF PERFORAMNCE:

The work to be performed under this contract will be performed at the Motor Transportation Building (government facility) located at Naval Base Kitsap – Bangor in Silverdale, Washington.

12.  SECURITY REQUIREMENTS:

It is the contractors responsibility to ensure that all contractor personnel can obtain facility access in accordance with Naval Base Kitsap – Bangor facility access requirements.  Upon contract award, information will be provided to the contractor regarding badging and vehicle pass instructions.  In the event that a contractor employee cannot obtain facility access and service(s) cannot be completed, the contract will be terminated in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul FAR Part 49.

13.  SPECIAL PROVISIONS/ADDITIONAL INFORMATION:

• SAFETY ISSUES: The work described herein is primarily located in an industrial work area and compliance with safety regulations and protocols is paramount.  The Contractor is responsible for maintaining compliance with Occupational Safety and Health Administration requirements for tasks performed, including ensuring personnel are trained for specific tasks and equipped with appropriate personnel protective equipment.  

• IDENTIFICATION OF CONTRACTOR PERSONNEL: All Contractor personnel are required to identify themselves as such to avoid creating an impression in the minds of members of the public or to other workers that they are Government personnel.  All contractor personnel are required to wear their Government issued badge on the exterior of their clothing, above the waistline, on the front of their body that clearly identifies who they are.

• LANGUAGE IN THE WORKPLACE.  All Contractor personnel must be able to read, write, speak, and understand English. All communications and correspondence, verbally and in writing, shall be provided in English.

• POLITICAL ACTIVITY: Contractor employees shall not engage in any political activity within the Government workplace.

• POTENTIAL THREAT: The Contractor must not employ persons for work on this contract if such employee is considered to be a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

• CONTRACTOR APPEARANCE: Contractor personnel must present a neat appearance and be easily recognized as Contractor employees by displaying their SWFPAC issued badge above the waist line at all times.

• OPERATIONS SECURITY (OPSEC): The Contractor is subject to all OPSEC requirements per SWFPAC Instruction 3070.1.

• ANTI-TERRORISM/FORCE PROTECTION (AT/FP): The Contractor will be subject to local AT/FP policies and procedures to include emergency evacuation local policy and procedures.
