The Environmental Modeling and Simulation Support V (EMSS-V) contract, solicitation FA7022-27-Q-EMSS, provides the Air Force Technical Applications Center (AFTAC) with highly technical scientific modeling and analytical laboratory support. This level of effort project is structured on a task order basis and focuses on both operations and maintenance (O&M) and research and development (R&D) tasks. The scope includes planning and performing studies, developing ChemCAD models, creating new analytical methods for laboratory use, and providing continuous data curation to ensure the integrity of sample collection and analysis databases. The period of performance spans eight years, from November 1, 2027, to October 31, 2035, with the majority of the work performed at the contractor's site. 711th HPW Mission Support Services MAC IDIQ
Solicitation # FA239626RB008
The 711th Human Performance Wing (HPW) Mission Support Services contract is a 100% competitive 8(a) set-aside Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) vehicle. Managed by the Air Force Research Laboratory (AFRL), the contract has an estimated maximum value of $505,000,000.00 with a five-year ordering period and a six-year period of performance. The scope of work involves providing Advisory and Assistance Services (A&AS) and non-personal medical clinical, management, and certified laboratory support services across multiple locations, including Wright-Patterson AFB and the Naval Medical Research Unit-Dayton. The contract utilizes a mix of Firm Fixed Price (FFP) and Time and Materials (T&M) pricing arrangements, with a minimum guarantee provided via the first task order for the kick-off meeting. Award is based on a technical threshold approach where the government intends to award contracts to all responsible offerors who achieve a minimum validated score of 1,740 points on a self-scoring technical capability worksheet. Cost and price are not evaluated at the IDIQ level; instead, they are determined during the fair opportunity proposal request process for individual task orders. Key requirements for offerors include maintaining an active Government Secret or higher Facility Security Clearance (FCL), with some task orders requiring Top Secret and SCI access. Performance is monitored through a Quality Assurance Surveillance Plan (QASP) focusing on staffing continuity, workforce stability, and security compliance. Proposals are due by October 30, 2026, at 3:00 p.m. EDT.
