Special Education Managed Services Provider (MSP)
Solicitation # 27-104
The Griffin-Spalding County School System (GSCS) is soliciting proposals for a Managed Service Provider (MSP) to deliver comprehensive special education staffing and employer-of-record services for approximately 10,000 students across 18 schools in Georgia. The selected contractor will be responsible for the full employment lifecycle, including recruiting, hiring, credentialing, compensating, and managing qualified personnel. The scope of work covers 16 standardized staffing categories, such as special education teachers, therapists, psychologists, and interpreters. The MSP must ensure continuity of IEP-related services and FAPE compliance, while adhering to strict performance standards, including same-business-day acknowledgment of urgent vacancies and a one-business-day turnaround for recruitment plans and missed service notifications. The contract term begins upon execution and continues through June 30, 2027, with potential renewal options. Award selection is based on a 100-point scale evaluating the best overall value, where pricing is assessed via fully loaded hourly bill rates for the specified roles. Proposers must demonstrate strict adherence to federal and state laws, including FERPA and the Georgia Security and Immigration Compliance Act via E-Verify. Proposals are due by 12:00 p.m. on October 30, 2026, and must include one original hard copy, seven duplicates, and one electronic copy. GSCS retains final approval authority over all assigned personnel and requires detailed service-delivery records to verify that scheduled minutes are delivered to students.

Executive Summary The Health and Human Services Commission (HHSC), Office of Inspector General (OIG), Third Party Recoveries (TPR) works to ensure that Medicaid is the payer of last resort through cost avoidance and recovery efforts and other cost containment initiatives. HHSC OIG TPR is seeking a qualified Contractor to obtain data from motor vehicle and other casualty claims data to match with Medicaid paid claims, resulting in greater cost recovery for the State.   Scope of Work HHSC OIG TPR requires matching services to be performed to match Medicaid paid claims to motor vehicle and other casualty claims data to perform cost recovery for the State. HHSC will send Files listing all current Medicaid eligible individuals in Texas, to the Contractor. Upon receipt of each File, the Contractor will conduct data matching by utilizing a national data warehouse, Insurance Services Office Inc. (ISO), where multi-state casualty claims are recorded. If a match is made, the Contractor will notify the responsible casualty insurance carrier of the State’s intent to recover from the insurance settlement.   Contract Term The initial term of any Contract resulting from this Solicitation will be for three (3) years. HHSC, at its sole option, may extend any Contract awarded pursuant to this Solicitation for up to two (2) additional years. Following the initial term and any allowable renewals or extensions, HHSC may extend any resulting Contract for not more than one (1) additional option period to address immediate operational or service delivery needs. If the resulting Contract does not include a defined option period, the extension is limited to one (1) year.
HSP Training HHSC PCS will conduct an HSP Training. Attendance is optional but highly recommended.
