The County of Napa is seeking to repair and stabilize Mount Veeder Road at mile post markers 3.25 and 4.3 following roadway failures caused by storms in 2025 and 2026. The project, identified as RDS26-24, aims to restore travel lane width and legal load capacity to ensure public safety and compliance with current Road and Street Standards. The scope of work includes the installation of a 14-foot-high, 184-foot-long concrete retaining wall supported by drilled piers and tiebacks. To maintain one open travel lane during construction, a shotcrete facing will be used as part of the shoring system. Final restoration will involve adding backfill and repaving the asphalt surface to restore pre-slide drainage patterns. The project is located in the public right of way near Yountville, California, and is subject to strict environmental and cultural protections. Because Mount Veeder Road is considered eligible for the National Register of Historic Places and the California Register of Historical Resources, specific safeguards are required. Environmental mandates include mandatory worker awareness training, the presence of an on-site biological monitor during all construction, and pre-construction surveys for special-status species. Additionally, the contractor must implement erosion control using natural fibers instead of plastic mono-filament netting, provide escape ramps for deep excavations, and adhere to strict petroleum spill reporting protocols. The project is currently categorized as a forecast with a NAICS code of 237310.

Full Description

Mount Veeder Road near mile post marker (MPM) 4.3 sustained roadway failure when a portion of the road slid down the hillside, threatening the remaining portions of the road. To ensure the future stability of the road and provide for public safety, the County of Napa (County) is proposing to repair the damage by restoring the road and installing a retaining wall. The slide repair will include installing a retaining wall and restoring the damaged section of Mt. Veeder Road. The retaining wall will be a 14-foot-high, 184-foot-long concrete wall supported on drilled piers with tiebacks to allow for the travel lane to remain open during construction and provide additional lateral support to reduce drilled pier depths. A shotcrete facing will also be applied as part of the shoring system during construction to stabilize the excavation and maintain one open lane. To ensure the high wall will adequately carry the load, one row of permanent tiebacks will be installed 6 feet below ground. To restore the asphalt surface and pre-slide drainage patterns at the roadway surface, backfill will be added and the roadway will be repaved. Best Management Practices and erosion control will be implemented, as well as environmental commitments to protect environmental resources, including any potential special-status species or cultural resources that may occur in the project area.
