Grand County is soliciting proposals for the construction of Phase 1 of the Mud Springs Trail System in the Spanish Valley area of northern San Juan County, Utah. The project consists of building 7.11 miles of machine-built, bike-optimized singletrack trails, including 6.57 miles of new construction and 0.54 miles of road-to-singletrack conversion. These trails are designed for beginner and intermediate skill levels, Class 1 E-bikes, and National Interscholastic Cycling Association races. A critical component of the design is accessibility for adaptive cycles, requiring specific tread widths, a maximum of 12-inch barriers in corridors, and designated 72-inch pullouts. The performance period is scheduled from August 1, 2025, to November 30, 2025, with potential extensions into 2026, though priority is given to contractors who can complete all work in 2025. Construction must adhere to strict environmental protections, including the preservation of biological soil crusts and the protection of Isley's milkvetch habitat. Work in sensitive zones requires the presence of BLM botanists or paleontologists, who must be scheduled three months in advance. The contractor must provide a field lead with Professional Trail Builders Association membership or equivalent experience and hold a valid Utah Contractor's License. Proposals were due by October 11, 2024, and must be submitted as a sealed physical copy to the Grand County Clerk/Auditor's Office.
