The contract involves the design and construction of a new 60,000 to 65,000 square foot multi-functional campus building at the Mountain House campus in Tracy, California, under the San Joaquin Delta Community College District. The facility will house modern classrooms, science labs, and specialized spaces for cybersecurity, aeronautics, and computer networking programs, serving as a central hub for academic instruction, student services, and administrative operations. The project includes full site development encompassing circulation patterns, utilities, landscaping, and outdoor learning areas. Delivery is through the Design-Build method, with the contractor responsible for integrated design and construction services under a single contract. All work must comply with the Contract Documents, Title 24 of the California Code of Regulations, industry best practices, and applicable federal, state, and local laws. Submission is strictly electronic via the District’s OpenGov portal and must be in PDF format only, with proposals due by August 24, 2026, at 2:00 p.m. Offerors are required to submit mandatory attachments including qualification questionnaires, declarations of non-collusion and non-discrimination, conflict of interest certifications, and authority to release information forms. The evaluation process employs a weighted trade-off approach focusing on trustworthiness, quality, fitness, capacity, experience, and financial ability, with no use of Lowest Price Technically Acceptable methodology. A key incentive for qualifying Disadvantaged Business Enterprises includes the potential for 50 bonus points in scoring. The DBE must adhere to strict insurance and bonding requirements, including an Owner-Controlled Insurance Program, Project Labor Agreement, and Community Workforce Agreement, and must comply with stringent safety protocols such as mandatory PPE, zero-tolerance policies on alcohol and inappropriate conduct, and site access restrictions. All materials must be delivered to the site, with risk transferring upon arrival, and the contractor is fully liable for all inspections, quality compliance, and correction of non-conforming work. Payment processing occurs through WrapPortal, and closeout requires submission of certified payroll records, DIR certifications, safety records, and all record documents. The contract also mandates background checks for personnel who violate conduct policies and requires subcontractors to assume all obligations of the prime contractor, including audit rights, waiver of subrogation, and jury trial waivers.
