The scope of work involves removing, cutting, and repositioning woody debris and natural obstructions between Ashley River Park at Bacons Bridge Road and Highway 17A, establishing a continuous navigable passage with a minimum clear width of 25 feet. The project must be performed in accordance with SCDNR Best Management Practices and requires substantial completion within 180 calendar days of the Notice to Proceed, with final completion due 30 days thereafter. Bidders must provide a Project Manager or Superintendent with at least three years of experience in marine waterway clearing. Bids are due electronically via the OpenGov portal by November 5, 2026, at 2:00 PM. Any bid exceeding 25,000 dollars requires a bid bond of at least five percent of the total bid amount. Compliance with several federal and state regulations is mandatory, including FHWA-1273 contract provisions, the Davis-Bacon and Related Act, the South Carolina Drug-free Workplace Act, and Title VI of the Civil Rights Act of 1964. All contractors and subcontractors must be registered in the federal System for Award Management (SAM). Payment terms are set at 30 days from the date of approved invoices, with specific requirements for itemizing South Carolina sales and use tax.
