The Alaska National Guard is considering contracting a business to move static airframe displays from Kulis Air National Guard Base to Elmendorf Air Force Base, a distance of approximately ten miles. The project includes tasks such as re-fabricating mounting brackets and pedestals, as well as disassembling and reassembling the aircraft displays as needed. Contractors must provide all necessary labor, equipment, and materials, and are responsible for securing local authority approvals related to law enforcement, fire, and safety. The anticipated contract value is estimated between $150,000 and $250,000, although funding is currently not available, and the solicitation may not proceed. Interested businesses must submit their past performance information by December 30, 2009, to determine the level of small business interest, which will influence whether the contract is set aside for small businesses or opened to unrestricted competition. Registered companies should be compliant with Central Contractor Registration requirements. If a large business is awarded the contract under unrestricted competition, adherence to subcontracting plan regulations will be required. The official Request for Proposal is tentatively planned for release around February 1, 2010, and any responsive and responsible offerors will be considered. The primary point of contact for this opportunity is Nicole D. Rahmer via email.

Wisk Temporary Final Approach and Takeoff (FATO) AreaThe City of Hollister is preparing to support Wisk Aero’s relocation of its surrogate helicopter operations to a newly designated temporary Final Approach and Takeoff Area near the end of Runway 13, with the primary goal of generating critical data to inform the Federal Aviation Administration’s upcoming Future Vertical Lift Infrastructure Advisory Circular and the eVTOL and Advanced Air Mobility Integration Pilot Program. Scheduled to commence in 2026 ahead of the 2027 publication deadline, the project will focus on integrating Wisk’s aircraft with essential ground infrastructure, validating vertiport operational requirements, and producing real-world performance metrics to guide the development of future vertical takeoff and landing standards. This initiative is designed to accelerate regulatory clarity and infrastructure readiness for the broader advanced air mobility ecosystem. The effort is being coordinated through the Hollister Airport, with Jeff Crechriou, the Airport Director, serving as the primary point of contact for the city, while Niraj Nath of Wisk Aero acts as the key representative for the operator. The activity will be confined to a limited area adjacent to the runway and is intended to be a temporary operational shift, specifically tailored for data collection purposes rather than permanent infrastructure changes. The project underscores a collaborative public-private alignment aimed at accelerating the safe, scalable integration of electric vertical takeoff and landing aircraft into the national airspace, with direct benefits to federal policy formulation, airport operators, and emerging mobility service providers.
