MPA 589 PK-12 School Redesign and Strategic Support Services

The Rhode Island Department of Elementary and Secondary Education is seeking qualified organizations to provide school and district improvement, turnaround, and redesign support services under solicitation OET26006798, titled MPA 589 PK-12 School Redesign and Strategic Support Services. The contract requires vendors to partner with Local Education Agencies and RIDE to implement evidence-based strategies aligned with WestEd’s Center for School Turnaround framework, focusing on theory of action, stakeholder engagement, data-driven improvement, implementation fidelity, school culture and belonging, and leadership development. Proposals must demonstrate extensive experience supporting SEAs, LEAs, and school leadership teams in high-poverty and underserved communities, with a minimum of three relevant client references and a technical proposal limited to 12 pages excluding resumes and appendices. Awarded contractors must submit executed subcontracts to the MBE Compliance Office, provide monthly payment verification reports for MBE subcontractors, and immediately notify the office of any changes in vendors, subcontractors, or change orders. Offerors must certify their business status as MBE, WBE, VBE, or N/A, and acknowledge all participation and reporting duties.
