AI Contract Overview
The contract pertains to Minnesota's climate resilience planning efforts, funded through legislative appropriations to support communities in adapting to ongoing and future climate impacts. The Minnesota Pollution Control Agency (MPCA) is soliciting proposals from eligible local governments and Tribal Nations to develop comprehensive plans addressing vulnerabilities related to stormwater management, wastewater systems, and community health services. The initiative emphasizes assessing climate-related risks such as flooding, extreme heat, and drought, with the goal of enhancing infrastructure resilience and public safety. Funding opportunities are available for projects with a total budget ranging from one to five million dollars, requiring a minimum 10% match, and projects must be completed by June 30, 2027. The solicitation process involves submitting detailed applications, workplans, and budgets through the SWIFT portal by December 11, 2025. The contractual framework is structured as a grant agreement, with detailed provisions governing scope of work, reporting, and compliance. The agreement specifies that the grantee will perform planning activities aligned with state standards, submit progress reports and final deliverables, and adhere to applicable laws and policies, including prevailing wage rules. Payments are made based on invoiced costs, with the requirement for detailed documentation and certification by the State’s authorized representative. The contract emphasizes accountability, timely performance, and proper use of funds, with provisions for amendments and change orders. While the documents do not specify standard federal contract clauses or special requirements such as security clearances or OCI mitigation, they establish clear procedures for project oversight, reporting, and compliance, ensuring that the funded planning efforts effectively contribute to Minnesota’s climate resilience objectives.

Full Description
During the 2023 Legislative Session, ongoing funding was appropriated in the Omnibus Environment, Natural Resources, Climate, and Energy bill H.F. 2310, Article 1, Sec. 2, Subdivision 2(k) to support communities in planning and implementing projects for climate resiliency and water infrastructure that will allow for adaptation for a changing climate.
This Request for Proposals provides an opportunity for communities to assess vulnerabilities and plan for the effects of Minnesota’s changing climate in three areas: how to increase resilience to stormwater and reduce localized flood risk, how to improve the resilience of wastewater systems, and how to reduce human health effects and adapt community services, ordinances, and public spaces to the changing climate.
