MQ-4 Flaring Tool

The Naval Air Warfare Aircraft Division (NAWCAD) Lakehurst intends to solicit and negotiate on a sole-source basis with Fastener Technology Corp. CAGE Code: 58794, for the procurement of a Flaring Tool, P/N T2797-12, NSN: 5120-01-664-3922 for the MQ-4C Triton Unmanned Air Systems (UAS) Program in support of the United States Navy (USN) and the Royal Australian Air Force (RAAF). This Flaring Tool is used to create precise, leak-tight flares on rigid tubing for various fluid systems within the MQ-4C Triton Unmanned Aircraft System. The Government intends to solicit this requirement on a sole-source basis under the statutory authority of FAR 12.102(a), which states, for decisions to restrict competition for acquisitions valuated at or below the Simplified Acquisition Threshold (SAT), to document the decision that only one source is available, and the basis for that decision. 

The Flaring Tool is soley manufactured and distributed by Fastener Corp. as the Original Equipment Manufacturer (OEM), who has confirmed that they do not have authorized distributors. The OEM owns the proprietary right to the drawing and design of this equipment and is not selling any of the rights. Fastener Corp. is the only source with the requisite knowledge, experience, technical expertise, and technical data to provide the required Flaring Tool. There are no other manufacturers or approved distributors identified that are able to meet the Government's requirement, and no other item can be sourced to meet this requirement. A solicitation will NOT be posted following the close of this synopsis, unless alternate offerors are identified. 

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. 

However, the Government will consider all responses received within 15 days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) at https://www.sam.gov is mandatory for consideration. A determination by the Government not to open this requirement to competition based on the responses to this notice will normally be considered soley for the purpose of determining whether to conduct a competitive procurement.
