Full Description

The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, awarded a sole source production contract to Northrop Grumman Systems Corporation (NGSC), San Diego, CA, for the production and support of MQ-4C Triton aircraft and related assets associated with Low Rate Initial Production (LRIP) Lot 5. This modification procures the supplies and services necessary to manufacture and deliver the required number of U.S. Navy (USN) and international cooperative partner MQ-4C Unmanned Aircraft (UA), Main Operating Bases (MOB), Forward Operating Bases (FOB), and related production support, to include: special tooling and special test equipment; systems engineering; production management; parts obsolescence; engineering change proposals; trade studies; non-recurring engineering; integrated logistics support; and technical, administrative, and financial data. This acquisition was pursued on a sole-source basis under statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort was solely within the discretion of the Government. This effort is covered under the Class Justification and Approval (CJ&A) number 18-0565 dated 18 December 2018 (attached).
