The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD intends to issue a sole source BOA delivery order to Northrop Grumman Systems Corporation (NGSC), San Diego, CA for the non-recurring engineering (NRE) tasks required to procure nondestructive inspection reference standards and associated inspection support equipment to support recurring and non-recurring aircraft structural inspections on the MQ-4C Triton Unmanned Aerial System (UAS). This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government�s requirements.
