The Naval Air Systems Command (NAVAIR), based in Patuxent River, Maryland, intends to procure MCS 1553 Controller Cards to support the MQ-8 Fire Scout Unmanned Aircraft System (UAS). This procurement, identified by solicitation number N00019-16-RFPREQ-PMA-266-0127 and NAICS code 336413, is being awarded on a sole source basis to Northrop Grumman Systems Corporation (NGSC) in San Diego, California. The justification for this non-competitive action under Title 10 U.S.C. 2304 (c)(1) and FAR Part 6.302-1 is that NGSC is the sole designer, developer, manufacturer, and integrator of the MQ-8 Fire Scout system, possessing the exclusive technical data and expertise required to meet the program's design, operation, and maintenance needs. While this notice serves as an intent to award rather than a request for competitive proposals, the government allowed interested parties to submit capability statements to determine if a competitive procurement was warranted. Administrative coordination for this action is managed by Contract Specialists Erin Tiede and Erik Barkhimer. Additionally, companies seeking subcontracting opportunities were directed to contact the Socio-Economic Programs Sector Manager at Northrop Grumman Systems Corporation.
