The Air Force Life Cycle Management Center’s Medium Altitude UAS Division plans to award a sole source contract to General Atomics Aeronautical Systems Inc. for producing retrofit hardware kits and associated software needed for the MQ-9 Block 1 beyond line-of-sight (BLOS), BADDC, and Ground Control Station (GCS) BADDC upgrades. This decision stems from General Atomics being the exclusive designer, developer, and manufacturer of the MQ-9 Reaper system, possessing unique technical data and expertise essential to execute this retrofit. The government does not hold full data rights for the MQ-9 system, which necessitates a sole source award under federal acquisition regulations to avoid redundant costs. This notification is a pre-solicitation synopsis, not a request for competitive proposals. The contract relates to procurement in the NAICS code 336413, covering guided missile and space vehicle manufacturing. Interested subcontractors can submit their information to the designated company contact at General Atomics. Respondent businesses are asked to provide their size status based on employee count, alongside their DUNS number and CAGE code. The government point of contact for this procurement is Rory O’Brien at Wright Patterson Air Force Base, with Stephanie Simpson serving as the Contracting Officer and Jill Willingham as the AFLCMC Ombudsman for this effort. The anticipated place of performance for the contract work is at General Atomics’ facilities in Poway, California.
