Hillsborough County intends to recommend the award of a one-time noncompetitive procurement of 50 Mine Safety Appliance Company (MSA) Self-Contained Breathing Apparatus (SCBA) Airmasks to Ten-8 Fire & Safety, LLC, in the amount of $21,003.00. This procurement is being made in accordance with the County’s Procurement Policy Section 3- 208(2) and is considered a noncompetitive because Ten-8 Fire & Safety, LLC, is the sole authorized distributor of MSA SCBA accessories and parts used interchangeably with existing SCBA units by the Fire Rescue Department. Additionally, Ten-8 Fire & Safety, LLC is the only authorized Certified Airmask Repair Education (CARE) MSA SCBA Repair Center for the municipal fire service market in Hillsborough County, Florida. Through competitive sealed bidding in March 2020, Hillsborough County awarded a contract to Ten-8 Fire & Safety, LLC for the purchase of new SCBA equipment that must be maintained to ensure proper operation when in use by first responders and to maximize the lifespan of the equipment. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quotemust submit clear and convincing information to support a challenge the intended award.
