MSHA- A&CC Asphalt & Sealing

The contract for MSHA’s Approval and Certification Center’s Asphalt & Sealing project requires a vendor to furnish all personnel, equipment, materials, tools, and supervision necessary to demolish and dispose of existing asphalt, install new asphalt, seal existing surfaces, and re-stripe all parking lots and driveways across the campus located in Triadelphia, West Virginia. The contract is a Firm Fixed Price delivery order under NAICS code 237310, awarded on a Lowest Priced Technically Acceptable basis, with technical acceptability determined by adherence to SOW requirements as a mandatory pass/fail gate. The vendor must submit a Quality Control Plan within 10 days of award and implement procedures to prevent and correct defective services, with all changes to the quality system requiring written approval from the Contracting Officer. The vendor must be registered in SAM.gov, comply with Buy American provisions, and affirm representations regarding small business status, covered telecommunications equipment, and organizational conflict of interest. The government will provide access to restrooms, break areas, and smoking areas, along with full utility availability, while the contractor assumes full responsibility for safeguarding government property and conserving utilities. Invoicing must follow prescribed electronic methods via Treasury’s IPP or DOL Quickpay, with strict rules limiting attachments to one per invoice not exceeding 10 MB, or paper invoices may be mailed or faxed to designated Denver addresses.
