AI Contract Overview
The Mine Safety and Health Administration (MSHA), under the U.S. Department of Labor, is soliciting a Firm Fixed Price Delivery Order through a Small Business Set-Aside to procure ten Skydio X10 Starter Kits, ten RTK/PPK units for precise geolocation, ten NightSense with Visible Light Attachments, and ten 3D Scan modules for X10 drones, along with shipping services. This acquisition supports a pilot program aimed at enhancing the speed, accuracy, efficiency, and safety of mine accident investigations and inspections by enabling rapid deployment of advanced aerial imaging in hazardous or inaccessible environments, using high-resolution 2D and 3D data capture. The contract is being managed by the Customer Acquisition Services division in Washington, DC, with delivery and performance occurring at the MSHA Approval and Certification Center in Triadelphia, West Virginia, under FOB Destination terms. Bids must be submitted electronically by May 7, 2026, and will be evaluated under the Lowest Priced Technically Acceptable (LPTA) method, requiring contractors to meet all specified technical requirements for the Skydio equipment without deviation. Contractors must possess the capability to deliver the exact approved equipment models, including the specified part numbers, and must be certified as a small business under one of the eligible socioeconomic categories, including HUBZone, SDVOSB, WOSB, EDWOSB, or 8(a). The contract incorporates mandatory whistleblower protections under FAR 52.203-15 and 52.203-17, and includes unique organizational conflict of interest restrictions that preclude the awardee from competing for future MSHA contracts where it may have gained nonpublic information or influenced procurement criteria. Invoicing is to be processed through the Department of Treasury’s Invoice Processing Platform or the DOL Quickpay email system, with payments routed to the MSHA Finance Branch in Denver. No estimated contract value is provided, as pricing is to be determined by the offeror, and no accounting or appropriation data is specified in the solicitation. The contract does not involve the use of covered telecommunications equipment, service contract labor standards, Buy American provisions, or other restrictive FAR clauses beyond those related to whistleblower rights and organizational conflicts.

Full Description
The drone will be used as part of MSHA Enforcement’s pilot program to incorporate state-of-the-art image capturing technology in its investigations and inspections. This technology will greatly enhance the speed, efficiency, accuracy, thoroughness, and safety of accident investigations and inspections. For example, the drone can be quickly deployed at accident sites and access areas that would otherwise be unsafe to capture images of areas, objects, and structures in enhanced 2-dimensional image and video, as well as in 3-dimensions. The pilot program will involve three Enforcement districts; and when complete, the plan is to incorporate lessons learned and implement this technology in the rest of Enforcement’s districts and field offices.
The prospective contractor must have the ability to meet all requirements needed for the Skydio X10 Starter Kit drone Part Number: DR4ESKT2VLG0000NA, Skydio RTK/PPK for X10 Part Number: DR4ATTRTK, Skydio NightSense with Visible Light Attachment for X10 Part Number: DR4ATTSWNAV.
