AI Contract Overview
The contract under solicitation number 1605C4-26-R-00004 is a Firm Fixed Price acquisition by the Department of Labor’s Mine Safety and Health Administration for the procurement of ten Skydio X10 drone systems, each equipped with the RTK/PPK positioning module and NightSense with Visible Light Attachment, as part of a pilot program to modernize accident investigation and mine inspection capabilities. The drones are intended to rapidly capture high-resolution 2D and 3D imagery in hazardous or inaccessible environments, significantly enhancing the speed, accuracy, and safety of MSHA’s enforcement activities. The pilot will be conducted across three enforcement districts, with plans to expand deployment nationwide based on outcomes. Offerors must demonstrate the ability to supply the exact hardware configurations specified, including the Skydio X10 Starter Kit, RTK/PPK accessory, and NightSense attachment, and delivery must be completed within 30 days of order placement to the designated location at 765 Technology Drive, Triadelphia, West Virginia, under FOB Destination terms. This acquisition is structured as a Total Small Business Set-Aside, requiring offerors to qualify as small businesses under NAICS code 336411 and meet all socioeconomic eligibility criteria outlined in the solicitation. The evaluation for award follows the Lowest Priced Technically Acceptable methodology, where proposals must meet minimum technical specifications without requiring numerical scoring, and the lowest-priced compliant offer will be selected. Key contract clauses mandate compliance with federal labor standards, anti-trafficking requirements, employment eligibility verification, whistleblower protections, and cybersecurity protocols including prohibitions on covered telecommunications equipment and ByteDance applications. Special contract requirements include Organizational Conflict of Interest restrictions that bar contractors with access to nonpublic or competitively sensitive information from competing for future related procurements, and a requirement for immediate reporting of any potential OCI to the Department of Labor. Payment will be processed via the Department of Treasury’s Invoice Processing Platform using PDF or TIFF formats, with no WAWF authorization, and must include proper accounting data. All equipment must include a three-year manufacturer warranty, and the government will conduct acceptance at the delivery point, ensuring full compliance with contract specifications. No contract value is listed, as unit prices were not provided in the solicitation, and the procurement does not include options or extended performance periods beyond the initial delivery term.

Full Description
The drone will be used as part of MSHA Enforcement’s pilot program to incorporate state-of-the-art image capturing technology in its investigations and inspections. This technology will greatly enhance the speed, efficiency, accuracy, thoroughness, and safety of accident investigations and inspections. For example, the drone can be quickly deployed at accident sites and access areas that would otherwise be unsafe to capture images of areas, objects, and structures in enhanced 2-dimensional image and video, as well as in 3-dimensions. The pilot program will involve three Enforcement districts; and when complete, the plan is to incorporate lessons learned and implement this technology in the rest of Enforcement’s districts and field offices.
The prospective contractor must have the ability to meet all requirements needed for the Skydio X10 Starter Kit drone Part Number: DR4ESKT2VLG0000NA, Skydio RTK/PPK for X10 Part Number: DR4ATTRTK, Skydio NightSense with Visible Light Attachment for X10 Part Number: DR4ATTSWNAV.
