The Confederated Tribes of the Colville Reservation Fish and Wildlife Department is seeking a factory-certified marine contractor to perform a complete propulsion repower and helm system integration on a 30 foot Munson Packman landing craft. The project involves a six-phase process including the decommissioning and removal of two existing Honda BF250A outboard engines, a structural assessment of the transom, and the installation of two new Honda BF250D Drive-by-Wire outboards. Key technical requirements include the installation of Honda iST electronic control heads at primary and secondary helm stations, integration with the existing NMEA 2000 backbone and SeaStar PA1315-2 Power Assist Steering system, and a full fuel system upgrade using USCG Type A1-15 lines. The project concludes with static diagnostics and a minimum two hour sea trial to validate performance and safety protocols. The selected contractor must be a Honda Marine Authorized Dealer or Service Center and provide a secure facility for vessel storage. Proposals are due by November 13, 2026, and will be evaluated based on a 100 point scale with significant preference given to Colville and other Indian Business Enterprises. Award criteria prioritize reliability and effectiveness over the lowest cost. Contractual requirements include a performance bond for awards exceeding 100,000 dollars or a 25 percent retainage, comprehensive liability and workers compensation insurance, and consent to the jurisdiction of the Colville Tribal Court.
