The US Army Medical Research Acquisition Activity intends to award a sole source contract to MTS Systems Corporation for the procurement of a TF370001 370 Load Frame, a tester capable of applying up to 25kN force in tension or compression. This equipment is designated for use at the US Army Aeromedical Research Laboratory and is critical for ongoing laboratory processes. Awarding this contract to any other source would cause substantial delays, disrupt current operations, and increase costs to the Government. As such, the procurement follows other than full and open competition procedures under FAR 6.302, with MTS Systems identified as the only responsible source able to meet the agency’s specific requirements. No solicitation number is assigned, but the reference PR W31NWX8225N030 is used for identification. The notice explicitly states it is not a request for competitive quotes; however, written responses may be submitted only if there is clear and convincing evidence another source can satisfy the Government’s needs and that competition would be beneficial. If no such responses are received within fifteen days of publication, the contract will be awarded without further notice. The TF370001 370 Load Frame features precision-machined columns, lightweight crossheads, and laser-guided factory alignment to ensure accurate test performance, aligning with the specialized testing requirements at the designated research facility.
