AI Contract Overview
This contract entails the procurement and installation of aluminum and glass storefront systems, including Kawneer Trifab VersaGlaze and Oldcastle 3000 products, alongside hollow metal doors for personnel entries at Mountain Home Air Force Base in Idaho, with the intent to replace existing door systems. All exterior storefronts must feature aluminum bronze frames with one-inch insulated bronze-tinted low-e glass installed to the full height and width of openings, while doors must include a minimum ten-inch bottom rail and bronze surface-mounted closers. Exterior doors require keyed locks compatible with BEST cores and panic hardware, while interior doors must be equipped with push/pull hardware without locks. Additional requirements include thresholds, door sweeps, weather stripping, and proper sealing around all frames. The contractor is responsible for verifying field measurements and ensuring full compliance with the government’s recycling policy per Executive Order 13101, which mandates removal and delivery of all demolition debris, including old doors and hardware, to the Building 1800 Recycle Center. The project is a total small business set-aside under NAICS code 236220, with performance to begin within ten calendar days of notice to proceed and completed within 180 days thereafter. Award will be based on a trade-off between price and past performance, not lowest price technically acceptable, and the government retains the right to accept a higher-priced offer with superior performance history. All submissions must be made electronically via WAWF, and the contract incorporates clauses addressing organizational conflict of interest, cybersecurity restrictions on Chinese telecommunications equipment, employment verification through E-Verify, and the use of small business subcontractors. The solicitation was amended three times, extending the due date to May 20, 2026, and adding a bid guarantee clause along with hardware specifications and supplemental Q&A. Site visit occurred on May 4, 2026, at Building 1300, and proposals must include a separate past performance volume documenting at least two and no more than three relevant projects, with no page limits. Official inspection and acceptance duties are assigned to designated government personnel, and no packaging, labeling, or MIL-STD requirements are specified in the available documentation.
