Oregon State University is seeking to procure a GT5000 Terra FTIR multi-gas analyzer from Gasmet Technologies Inc through a sole source contract. This specific equipment is required to ensure the safety of students, faculty, and staff by providing real-time, multi-compound air monitoring. The analyzer will be used for critical tasks including the identification of unknown chemical releases, monitoring regulated compounds for OSHA and EPA compliance, characterizing hazardous waste, optimizing engineering controls, and monitoring refrigerant releases under Oregon DEQ rules. Gasmet Technologies Inc is identified as the only provider capable of delivering a field-portable solution that offers simultaneous real-time quantitative identification of multiple compounds. Other available options are deemed insufficient due to their inability to differentiate unknown compounds and higher maintenance costs. Interested parties may challenge this sole source determination by contacting Cassandra Hurd via email before the response deadline of August 25, 2026.

Full Description

Oregon State University intends to contract for the provision of a GT5000 Terra FTIR multi-gas analyzer from Gasmet Technologies Inc as a sole source because of the contractor being the only provider able to meet critical parameters or timeframes to support the research and/or business needs of the university. Oregon State University is in need of a multi-gas analyzer that has the capacity to protect students, faculty, staff and research operations through real-time, multi-compound air monitoring across a full range of campus activities such as: -Real-time identification of unknown chemical releases, odor complaints, and gas leaks across campus, including the ability to verify the absence of natural gas and reopen evacuated buildings without waiting on CFD/NW Natural Gas. -On-site, verifiable exposure monitoring for regulated compounds (formaldehyde, methylene chloride, halogenated anesthetic gases) under applicable OSHA and EPA requirements. -Unknown hazardous waste characterization to protect waste management staff and reduce unnecessary disposal costs. -Evaluation and real-time optimization of engineering controls (laboratory fume hoods, local exhaust ventilation). -Regulatory compliance monitoring for refrigerant releases under Oregon DEQ rules. -Environmental monitoring of petroleum distillates for tank removals, renovation projects, and other construction where such buried materials may be present. -Accident investigation and incident documentation support. Gasmet offers a GT5000 Terra FTIR multi-gas analyzer is the only solution that provides simultaneous real-time quantitative, multi-compound identification in a field portable form. Other solutions only detect volatile organic compounds and have difficulty differentiating when a compound is unknown and have higher costs and continuous maintenance needs that would keep OSU from fulfilling their research obligations. An entity may challenge this determination no later than the closing date indicated on the website. Challenges must be submitted to Cassandra Hurd by email at cassandra.hurd@oregonstate.edu.

NOI to Sole Source - Frequency Comb System Upgrade
Solicitation # FA700026NOIFCS
The 10th Contracting Squadron at the United States Air Force Academy intends to award a sole-source, firm-fixed-price commercial purchase order to Vescent Technologies, Inc. for the upgrade and expansion of a proprietary laser frequency comb system. This acquisition is designed to support the Physics Department's Laser and Optics Research Center by providing specialized wavelength extension modules, optical frequency references, phase-lock servos, temperature controllers, and data acquisition hardware. The project also includes on-site training and installation to ensure seamless integration with the existing government-owned Vescent RubriComb architecture. The government has identified Vescent Technologies as the sole source because the existing system is a closed-architecture platform. Using alternative manufacturers would result in physical and electronic incompatibilities, requiring the complete replacement of the current system and causing significant delays to cadet atomic research programs. While this is a notice of intent for a sole-source award, the government will consider capability statements from other vendors who can prove their hardware is fully compatible with the existing Vescent infrastructure. Interested parties must submit their documentation to the contracting officer by August 24, 2026.
