NASA's Commercial Access to Space Program and Launch Services Program Office is conducting market research through a Request for Information to identify industry capabilities for the Multi-Mission Commercial Launch Services program. The agency intends to procure at least eight full-mission-assurance launches scheduled for 2030 and 2031, targeting Low Earth Orbit, Sun Synchronous Orbit, Lagrange/Lunar Orbit, and High C3 Orbit. To be eligible for consideration, proposed launch vehicles must have completed development tests demonstrating at least 50 percent of flight thrust at the full-scale single engine assembly level for all core stage engines. While a completed first flight is not required prior to proposal receipt, vehicles currently in the conceptual or design stages are excluded. The primary objective of this RFI is to gather industry feedback on the planned procurement process and evaluation strategy to optimize the upcoming full and open competition. Interested parties are requested to submit a completed questionnaire by November 17, 2026, detailing their vehicle configurations, engine qualification, and perspectives on volume pricing and award structures. NASA will also host a virtual Industry Day on November 12 and 13, 2026, followed by one-on-one meetings to further discuss the acquisition strategy. This effort is for planning purposes only and does not constitute a formal solicitation or a commitment by the government to award a contract.

Description

NASA’s Commercial Access to Space Program and Launch Services Program Office (LSP) are seeking statements of interest from industry demonstrating the interest, experience, and capability to provide launch services in support of the Multi-Mission Commercial Launch Services (MCLS) requirements identified below.

General Project Requirements

NASA intends to procure launch services through a full and open competition for at least eight (8) full-mission-assurance launches to the following orbits:

            Two (2) High C3 Orbit in 2031

            Two (2) Lagrange/Lunar Orbit in 2030

Three (3) Sun Synchronous Orbit (SSO) in 2030 (2 mission) and 2031 (1 mission)

One (1) Low Earth Orbit (LEO) in 2030

These missions will require full NASA insight and full mission assurance; however, they will not require a completed first flight prior to proposal receipt. Full mission assurance is described as a Contractor providing NASA an adequate level of insight into and/or approval of certain Contractor tasks and milestones in order to ensure all reasonable steps have been taken that result in the highest probability of mission success. These requirements are subject to change.

Request for Information Goals and Objectives

The goal of this RFI is to improve both NASA's understanding of industry capabilities and the industry's understanding of NASA's needs by collecting industry feedback on the planned procurement process and evaluation strategy for the MCLS acquisition. This information will help LSP understand how to best structure the upcoming solicitation and evaluation criteria to align with industry’s best practices and maximize competition. Please complete the attached questionnaire detailing your perspectives on the most effective procurement approach.

Industry Day:

NASA LSP intends to host a virtual forum with industry (i.e., “Industry Day”) on the 12th and 13th of November 2026 to engage in open discussion and dialogue to answer questions interested parties may have regarding the NASA’s contemplated MCLS acquisition strategy. The objective of this event is to receive industry’s feedback on the MCLS acquisition strategy and provide industry with additional details about the MCLS acquisition.

Additionally, if there are any procurement topics you recommend LSP specifically address at  Industry Day, please let us know by 10 November 2026. Finally, please indicate if you would like to discuss any topic(s) individually. Immediately following Industry Day, LSP will offer sixty (60)-minute timeslots for one-on-one meetings with each interested party. Timing of these one-on-one meetings is tentative and will depend on the number of RSVPs received, timing of the Industry Day, etc.

Those who wish to attend are encouraged to RSVP to the virtual Industry Day and one-on-one meetings as soon as possible, but no later than 9 November 2026, 3:00PM EST.

The purpose of this RFI and upcoming Industry Day is to conduct market research for currently available launch capabilities. To be considered within the scope of this effort, the Respondent’s proposed launch vehicle must have development tests demonstrating at least 50% of the flight thrust at the complete full-scale single engine assembly level for all core stage engines of the common launch vehicle configuration being proposed. Launch vehicles that are currently in the conceptual or design stages will not be considered for this specific requirement.

Submittal Instructions

Please use the Questionnaire document that is provide to answer the RFI questions. All responses should be sent electronically to NASA points of contact identified below NLT 17 November 2026, 3:00PM EST. Any responses submitted through different channels or to a different email may not be considered. When submitting a response, please use the email subject “Response to RFI – NASA MCLS.”

Spaceport Infrastructure Maintenance and Operations (SIMO)
Solicitation # 80KSC027R0001
The Spaceport Infrastructure, Maintenance, and Operations (SIMO) contract, solicitation 80KSC027R0001, is an Indefinite Delivery Indefinite Quantity (IDIQ) effort issued by NASA Kennedy Space Center. The contract is designed to succeed the Base Operations and Spaceport Services (BOSS) contract, providing comprehensive maintenance and operations for facilities, systems, equipment, and utilities (FSEU) across approximately 220 square miles, primarily at Kennedy Space Center and Cape Canaveral Space Force Station, with additional support at Wallops Flight Facility. The scope of work is divided into Core Work, consisting of baseline recurring tasks such as contract management and enterprise logistics, and IDIQ Work for tasks that cannot be defined in advance. Specific services include preventative and reactive maintenance, 24/7 operations, and technical support services. The contract is structured with a base period starting April 1, 2027, and extending through March 31, 2035, via various option periods. Pricing for maintenance support requests (MSRs) is based on a fixed-price catalog categorized by direct craft labor hours, while core work is generally invoiced on a monthly basis. The government has established minimum ordering values for IDIQ work, including 75 million dollars for the base period and 100 million dollars for options one through three. Award selection will be based on a trade-off process where past performance is considered significantly more important than price, following a pass/fail technical acceptability screening. Security requirements include a Top Secret facility clearance and mandatory NASA cybersecurity training for personnel.

Request For Proposal (RFP) for NASA Agency-wide Supply of Liquid and Gaseous Helium
Solicitation # 80KSC024R0010
The NASA John F. Kennedy Space Center is managing an agency-wide indefinite delivery requirements contract for the supply of liquid and gaseous helium to support aerospace flight, research, and testing operations across multiple U.S. facilities. The contract features a five-year potential period of performance, consisting of a two-year base period from October 1, 2025, through September 30, 2027, and three one-year option periods extending to September 30, 2030. Deliveries are required at various locations, including the Kennedy Space Center, Jet Propulsion Laboratory, and several other research centers and facilities. All gaseous helium must meet Grade A purity standards per MIL-PRF-27407E, and liquid helium must maintain total neon impurities below 2 parts per million. The procurement utilizes a lowest-price-technically-acceptable (LPTA) source selection process, where technical acceptability is evaluated on a pass/fail basis focusing on the contractor's capability to meet weekly maximum supply requirements. Current awardees include Airgas USA LLC (South and West), Linde, Inc., and Messer LLC. However, the government maintains an innovative opt-in process allowing both existing contractors and new entrants to compete for additional IDIQ subCLIN locations. For the 2027 opt-in opportunity, interested parties must submit a Capability Form by November 20, 2026. Award decisions are based on the total lowest evaluated price per CLIN, which includes unit product prices, delivery charges, and other associated pricing.
