The contract involves the development of multi-species artificial reefs in the Matane area of northern Gaspésie, Quebec, with the primary objective of installing 190 concrete artificial reefs supplied by Fisheries and Oceans Canada from the Béton Provincial Inc. facility. The scope includes transporting the reefs, raking and leveling the seabed, and placing the structures using floating equipment suited to local water depths, all of which must be executed by professional divers. Precise positioning of each reef is mandated through GPS surveying to ensure alignment with approved coordinates, with the contractor responsible for conducting verification surveys in the presence of the Department’s representative unless waived. A full bathymetric survey will be performed by the Department after the contractor’s work is accepted. All work must comply with construction industry standards, involve new and defect-free materials, and adhere to strict quality control protocols, including daily site cleanup and proper storage of materials in original packaging until required. The contractor must maintain comprehensive records of operations, tests, and costs, with electronic spreadsheets in machine-readable form required for audit purposes, and must retain all documentation for seven years after final payment or until disputes are settled. The contract is structured with a combination of lump sum and unit pricing, covering site organization and reef installation, with all costs—including labor, equipment, tools, administration, profit, and funding—implicitly included in the quoted amounts. The period of performance is fixed from August 1, 2026, to November 1, 2026, and performance must occur in Matane, QC, under F.O.B. destination terms. Bidders must be Canadian contractors, comply with the Policy on Supplier Integrity, submit a reciprocal procurement declaration, disclose all subcontractors and suppliers, and provide a valid business number. Insurance requirements include a minimum of $1,000,000 in contractors’ pollution liability and marine liability coverage under a Protection & Indemnity policy with excess collision and pollution coverage. The contractor is fully responsible for safety, compliance with on-site rules, and mitigation of environmental impacts, while also providing acceptable temporary navigation aids to the Canadian Coast Guard. A post-construction report, including photographs, videos, and survey results, must be submitted within 30 days of completion. Payment will be processed electronically, subject to the Federal Prompt Payment for Construction Work Act, and performance will be evaluated based on quality, timeliness, project management, contract management, and health and safety using a standardized scoring system. Bids must be submitted electronically

The work for the development of multi species artificial reefs in the Matane area includes, but is not limited to, transporting the concrete artificial reefs supplied by DFO and currently stored at the Béton Provincial Inc. plant in Matane; installing 190 concrete artificial reefs; raking and leveling the seabed prior to placing the concrete artificial reefs; and installing them using floating equipment adapted to the required water depths. The work must be carried out with the participation of professional divers, and a survey must be performed using GPS to precisely locate the concrete artificial reefs and ensure that all 190 units are installed according to the coordinates shown on the plan. Following the contractor’s survey confirming the position of the artificial reefs and acceptance of the work by the Department’s representative, the latter will conduct a complete bathymetric survey of the site. No later than 30 days after completion of the work, the contractor must prepare a post construction report including a description of the work method, photographs and videos taken during the transport and installation of the artificial reefs, and the survey results.
