Multi TD Talbert Marsh Deteriorated Pole Replacement Project, (Notification of Lake or Streambed Alteration, No. EPIMS-ORA-63917-R5)

The California Department of Fish and Wildlife has entered into Lake and Streambed Alteration Agreement EPIMS-ORA-63917-R5 with Southern California Edison Company for the Multi TD Talbert Marsh Deteriorated Pole Replacement Project in Costa Mesa, California. The project involves the removal and replacement of eleven deteriorated wood utility poles, one H-frame wood structure, and two associated 3-eyed rod screw anchors. To facilitate these installations, three cranes will be utilized across three designated staging pads. The project is categorically exempt under California Environmental Quality Act guidelines as it involves minor alterations to existing public utility structures with negligible expansion. The project will result in temporary impacts to 0.448 acres of vegetation, including Quailbush Scrub, Menzies Golden Bush Scrub, Mulefat Thickets, and Arroyo Willow Thickets. Mitigation efforts include crown reduction of less than 60 percent for eleven arroyo willow trees and the restoration of impacted areas through the salvage and replacement of the top six inches of topsoil. The agreement mandates the use of qualified biological monitors and requires the submission of a Final Construction Report within 60 days of project completion. The agreement is scheduled to expire on March 4, 2031, and grants the Department of Fish and Wildlife the authority to inspect project areas and revoke the agreement if non-compliance occurs.
