Multibeam Training

The Naval Supply Systems Command Fleet Logistics Center Norfolk is soliciting a sole-source indefinite-delivery, indefinite-quantity (IDIQ) contract from Norbit US, Ltd. under FAR 12.102(b) to deliver specialized hydrographic surveyor training at the Naval Meteorology and Oceanography Professional Development Center in Gulfport, Mississippi. The training will cover multibeam theory, operation of the Norbit Multibeam Echosounder and iLiDar systems, and the Otter Unmanned Surface Vehicle. The contract will be awarded on a firm-fixed-price basis with a five-year ordering period running from June 1, 2026, through May 31, 2031, and will not include minimum or maximum quantity obligations. All pricing details are contained in Attachment I, a Microsoft Excel document that must be submitted by the offeror. Evaluation for award will be based solely on price reasonableness, with no non-price factors considered due to the sole-source nature of the acquisition and the authority under 10 U.S.C. § 1901. The contract incorporates a wide range of FAR and DFARS clauses, including mandatory compliance with Executive Order 14398 addressing DEI discrimination, prohibitions on contracting with inverted domestic corporations and entities linked to the Maduro regime or Xinjiang Uyghur Autonomous Region, and requirements for safeguarding covered defense information. The contractor must submit invoices through the Wide Area WorkFlow system, register in SAM, and adhere to payment procedures administered by DFAS Cleveland. Performance is subject to strict quality assurance standards, requiring over 95% on-time delivery without rework, 100% invoice accuracy, full compliance with combatting trafficking in persons regulations, and adherence to IHO S-44 and S-5B hydrographic standards. Annual performance evaluations will be conducted through CPARS, and failure to meet expectations may lead to contract termination or non-exercise of options. Key requirements include submission of a price list in Excel format, certification of UEI and CAGE codes, compliance with labor standards under the Service Contract Act, and adherence to FOB destination delivery terms. No security clearances are required, and all work is unclassified and approved for public release. Proposals must be electronically submitted by May 7, 2026, in Word, PDF, or Excel formats and must comply with formatting rules including 12-point font, one-inch margins, and inclusion of an executive summary.
