The Army Contracting Command-Redstone intends to award a contract for the Multiple Launch Rocket System (MLRS) Fleet Expansion/Upgrade to Lockheed Martin Missiles and Fire Control. This action is proposed as a non-competitive procurement due to a lack of sufficient technical data rights available to other contractors. The project aims to extend the operational life of the MLRS Launcher to 2050 by upgrading excess Launcher Loader Module structures and hulls, addressing obsolescence, and installing Improved Armored Cabs and Common Fire Control Systems. The contract structure includes a 12-month base period with seven option years, covering the upgrade of up to 385 M270A2 Launchers. Additionally, spares will be procured for 160 of these units. To be eligible for award, products must meet specific qualification and performance requirements. While the solicitation will not be posted through the Government Point of Entry, interested responsible sources may submit capability statements or quotations for consideration.

The proposed contract action will include a 12-month base and seven (7) option years for up to 385 MLRS M270A2 Launchers [(Lockheed Martin Missiles & Fire Control LMMFC) Part Number 13214000]. This requirement is for the upgrade of excess Launcher Loader Module (LLM) M269AO/A 1 structures and M993AO/A 1 hulls. This contract action will extend the operational life of the MLRS Launcher to 2050 by addressing obsolescence issues, upgrading and installing the LLM, along with installing the Improved Armored Cab (IAC) and a Common Fire Control System (CFCS). Additional information such as part numbers, drawing numbers, size dimensions, or other form, fit, or functional descriptions can be made available upon request. Total M270A2 Launcher quantities under this contract action will not exceed 385. Spares will be procured for 160 of the 385 Launchers. The unit of issue for the M270A2 Launcher is "Each", while the unit of issue for spares are "Lots".
