Multiple Needs Navigators

The City of Bradford Metropolitan District Council is seeking tenders for the delivery of a Multiple Needs Navigator Service across the Bradford District. This service is designed to provide intensive, person-centred, and trauma-informed support for adults facing complex challenges, including homelessness, substance misuse, mental ill-health, domestic abuse, and involvement in the criminal justice system. The successful provider will implement a Navigator model of support through dedicated keyworker interventions, outreach engagement, and multi-agency coordination to improve outcomes and reduce inequalities for the district's most vulnerable residents. The contract is scheduled to commence on 1 April 2027 with an initial term of two years. There are options to extend the agreement for up to four additional 12-month periods, contingent upon funding and performance, which could extend the total duration to 31 March 2033. The core funding is approximately £280,476 per annum, with an estimated total contract value of £4,043,808 excluding VAT. The award will be determined based on a 100% quality weighting.
