Sources Sought Notice
THIS NOTICE IS ISSUED AS A SOURCES SOUGHT NOTICE AND IS FOR INFORMATION PURPOSES ONLY. This notice DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), solicitation, or package requesting technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government. Since this is a Sources Sought Notice, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this notice nor does this obligate the Government to award a contract. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. The Air Force will not accept or acknowledge: emails over 10MB, brochures, samples, catalogs, and any other marketing solicitation information.
The Government is performing market research primarily in order to determine if there are firms that possess the capability to execute the requirements of this sources sought notice. Therefore, we further invite all business concerns to provide a capability statement in response to this requirement. Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of any Federal Government contract. Contractors are encouraged to obtain further information on SAM registration at the following website:

If your firm would be interested in such work, you are strongly encouraged to submit a capability statement that addresses as a minimum the questions presented within this notice, and submitted to the point of contact listed below by the due date. The Government does not intend to rank submittals or provide any reply to interested firms. The North American Industry Classification System (NAICS) Code 336411 – Aircraft Manufacturing, is applicable to this acquisition. The small business size standard for this NAICS is 1,500 Employees.
Following submissions of a capability package, the United States Air Force (USAF) representatives may choose to engage in additional communications with selected respondents only intended to support market research for further clarification of industry capability to meet requirements.
The United States Air Force has a requirement in support of Air Force Civil Engineer Center (AFCEC) has a requirement to provide two (2) each Skydio X10D 3D Scan Strater solution with SL AND IR NA VT300-L “or equal”. Refer to the attached draft Salient Characteristics document. Proposed equivalent systems must meet the minimum requirements included in the draft Salient Characteristics document.
Interested contractors who can provide these systems are requested to submit in writing an affirmative response which includes as a minimum the following information:

- Based on your professional experience in the private sector, would you consider this requirement to coincide with systems provided in the commercial market?
- Specify your business type; large business, small business, small disadvantaged business, 8(a) certified small disadvantaged business, HUBZone small business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business based upon NAICS 336411. Specify all that apply.
- Provide an additional NAICS code with justification that you would recommend as being more applicable.
- Does your company provide this system on a GSA Schedule, GSA IDIQ contract, or other Government-wide contract? If so, please provide the Contract/Schedule number and NAICS/special item number. If GSA is in the process of awarding a contract/schedule to you for this system please provide the GSA point of contact name and phone number.
- Identify any projects completed in the past three (3) years for the same or similar scope. Include any Government contracts (Federal, State, or local) you have been awarded for this type of requirement. Also, include the contract number and a Government point of contact. Identify if your company was the prime contractor or a subcontractor for these projects.
- Does your system contain any parts prohibited by DFAR 252.225-7007 (Prohibition on Acquisition of Certain Items from Communist Chinese Military Companies)?
- Does your system contain any parts prohibited by FAR 52.240-91 Security Prohibitions and Exclusions?
All responsible sources are encouraged to submit a capability statement response to this notice. All questions and responses shall be submitted electronically to Mrs. Grace Pennington at grace.pennington@us.af.mil and Savanna Suggs at savanna.suggs@us.af.mil no later than Thursday, 23 July 2026 @ 2:00 PM Central Time. Responses shall be no more than 10 pages (single spaced, front and back, no smaller than Times New Roman, font size 12 or equivalent). If submissions exceed the page count noted, the Government will only review the first 10 pages and disregard the remainder of the submission. Extraneous materials (brochures, manuals, etc.) will not be considered.
The Government does not intend to rank submittals or provide any reply to firms as it relates to the Government's review of the data submitted in response to this notice.
