Municipal Underground Infrastructure Repair Services

The Regional Municipality of Wood Buffalo is seeking proposals under RFP-2026-1379 for Municipal Underground Infrastructure Repair Services. The selected contractor will be responsible for both planned and 24/7 emergency repairs of municipal utility infrastructure, specifically focusing on stormwater mains, maintenance holes, catch basins, and outfalls, as well as general excavation, civil support, and site restoration. The scope of work extends across Fort McMurray, Anzac, Gregoire Lake Estates, Fort McKay, Janvier, and Conklin. The intended contract term is three years, with the municipality holding an option to extend for up to two additional one-year terms. Proposals must be submitted online by November 12, 2026, and will be evaluated based on a rated criteria system including social procurement, Indigenous participation, corporate suitability, and relative pricing. Mandatory requirements include the provision of a 500,000 dollar performance bond and a 500,000 dollar labour and material bond, as well as maintaining a valid Alberta Safety Fitness Certificate or COR/SECOR certification. The contractor must act as the Prime Contractor and adhere to Alberta Occupational Health and Safety legislation and the Manual of Uniform Traffic Control Devices of Canada. Payment terms are net 30 days following the receipt of a correct invoice.
