DB Construction for HC-130J Flight Simulator Facility at USCG Elizabeth City, NC
Solicitation # 32000479
This design-build project involves the construction of a full motion Weapons System Trainer flight simulator facility for C-130J aircraft at USCG Base Elizabeth City, North Carolina. The approximately 13,000 gross square foot facility will include a simulator bay for a Government Furnish, Government Installed mobile simulator, classrooms, administrative offices, debriefing spaces, and essential support areas for mechanical, electrical, and telecommunications systems. The scope of work extends to site development, including the installation of sidewalks and landscaping, while utilizing existing parking areas. A critical technical requirement is the integration of a Siemens Building Automation System to ensure compatibility with existing installation-wide systems. Issued under the DHS National Multiple Award Construction Contract III, Pool Two, the project has a magnitude estimate of approximately 16 million dollars and a performance period of 719 calendar days. The award is based on a best-value tradeoff selection, weighing price against non-price factors such as planning, organization, communication, and the contractor's specific experience with military or commercial flight simulators. Strict security and compliance protocols are in place, requiring all on-site personnel to be US citizens and necessitating adherence to Davis-Bacon wage determinations, Buy American requirements, and various environmental and historic preservation consultations.

The Municipality of Jasper is advancing the Wildflowers Childcare Expansion Project, an interior renovation at the Jasper Activity Centre that will transform existing storage areas into a licensed daycare playroom with 22 new full-time childcare spaces and construct a new mezzanine level above to accommodate a viewing platform for the Jasper Gymnastics Club, a flexible meeting area, and three to four offices. The project involves significant structural modifications including independent foundations, steel framing, and a composite deck to support the mezzanine, along with comprehensive mechanical and electrical upgrades such as two new rooftop HVAC units, updated fire alarm systems, and a building code reclassification to meet occupancy requirements. Construction will occur without interrupting ongoing operations at the daycare or gymnastics program. The estimated budget is $1.2 million, and timing is influenced by both immediate community needs for childcare and grant reporting deadlines. To prepare for the next procurement phase, the Municipality is issuing a Request for Expression of Interest to assess contractor interest, identify potential risks, evaluate market capacity, and establish a shortlist of qualified respondents who meet the minimum qualifications for a future restricted Invitation to Tender once design is finalized. This RFEI is not a solicitation for bids nor a binding procurement step; no contract will be awarded from it, and the Municipality retains full discretion over any future actions.

Full Description

The Municipality is planning the Wildflowers Childcare Expansion Project, an interior renovation within the Jasper Activity Centre. The project will convert existing storage space into a new licensed daycare playroom providing 22 new full-time childcare spaces, and will construct a new mezzanine above to provide a Jasper Gymnastics Club viewing platform, a flexible meeting space, and three to four offices. The scope includes structural work to support the new mezzanine (independent foundations, steel framing, composite deck), mechanical and electrical upgrades including two new rooftop units, fire alarm system modifications, and a building code reclassification. The Activity Centre, including the existing daycare and gymnastics program, will remain in operation throughout construction. Detailed design is underway. The anticipated construction budget is approximately $1,200,000. Project timing is driven in part by daycare expansion grant reporting requirements, in addition to an acute community shortage of childcare spaces. The Municipality is issuing this RFEI to: ▪ inform the construction market of the project ahead of design completion; ▪ gauge contractor interest and capacity to deliver the project; ▪ identify high-level risks or considerations that should be accounted for in finalizing the design and construction schedule; and ▪ identify Respondents that meet the Minimum Qualifications in Section 2.8 for a Shortlist that may be invited to a future restricted Invitation to Tender (ITT) once design is complete. This RFEI is not a tender, Request for Proposal, Request for Quotation, or other binding procurement process. No contract will be awarded directly from this RFEI, and the Municipality is not obligated to purchase any goods or services as a result of it.
